At ¡one ¡time, ¡we ¡had ¡the ¡Department ¡of ¡Health, ¡Education, ¡and ¡Welfare ¡(HEW) ¡where ¡ health ¡and ¡education ¡were ¡all ¡talking ¡and ¡working ¡together. ¡ ¡Add ¡in ¡Department ¡of ¡ Welfare, ¡it ¡seems ¡if ¡we ¡would ¡have ¡kept ¡this ¡set ¡up ¡– we ¡may ¡be ¡doing ¡more ¡in ¡ schools ¡around ¡health ¡including ¡mental ¡health. ¡ ¡Of ¡course ¡this ¡is ¡just ¡speculation, ¡but ¡ today, ¡at ¡the ¡federal ¡level, ¡HHS ¡and ¡DOE ¡hardly ¡talk. ¡And ¡with ¡the ¡cutback ¡and ¡threats ¡

• f ¡downsizing ¡DOE, ¡I ¡am ¡worried ¡about ¡health ¡losing ¡all ¡connections ¡at ¡federal ¡level ¡

and ¡all ¡the ¡work ¡will ¡be ¡at ¡local ¡level. Another ¡fun ¡fact ¡– The ¡law ¡was ¡written ¡in ¡1965 ¡as ¡the ¡Elem ¡and ¡Sec ¡Ed ¡act ¡to ¡help ¡ level ¡out ¡funding ¡for ¡areas ¡of ¡poverty. ¡ ¡Since ¡then, ¡it ¡stayed ¡with ¡the ¡same ¡name ¡but ¡ many ¡president 3

8 ¡states ¡have ¡no ¡current ¡measure ¡of ¡student ¡health ¡but ¡still ¡have ¡opportunity ¡to ¡add ¡ to ¡report ¡cards Florida, ¡Mississippi, ¡Kansas, ¡New ¡Hampshire, ¡North ¡Carolina, ¡Texas*, ¡Utah, ¡ and ¡Wyoming ¡ 11

40-­‑plus ¡states ¡have ¡an ¡accountability ¡focus ¡on ¡Attendance—particularly ¡chronic ¡ absenteeism—and ¡college-­‑and-­‑career ¡readiness. At ¡least ¡33 ¡states ¡are ¡looking ¡at ¡chronic ¡absenteeism ¡or ¡attendance ¡in ¡some ¡form ¡to ¡ hold ¡schools ¡accountable ¡under ¡the ¡new ¡law. And ¡some ¡states ¡chose ¡factors ¡that ¡are ¡ related ¡to ¡attendance. ¡California, ¡for ¡instance, ¡is ¡looking ¡at ¡suspensions ¡and ¡discipline ¡ rates. 12

States ¡are ¡deciding ¡to ¡just ¡share ¡out ¡the ¡Title ¡IV ¡funding ¡because ¡its ¡such ¡a ¡small ¡

• amount. ¡ ¡Only ¡(7) ¡seven ¡states ¡said ¡they ¡were ¡definitely ¡planning ¡to ¡run ¡a ¡

competition: ¡Indiana, ¡Minnesota, ¡New ¡York, ¡Nebraska, ¡Nevada, ¡New ¡Mexico, ¡and ¡

• Oklahoma. ¡At ¡least ¡of ¡one ¡of ¡those ¡states—Nebraska—picked ¡the ¡competitive ¡option ¡

in ¡part ¡because ¡it ¡would ¡have ¡been ¡tough ¡to ¡offer ¡every ¡district ¡the ¡required ¡ minimum ¡of ¡$10,000. ¡ ¡ ¡And ¡one ¡state—Montana—is ¡still ¡trying ¡to ¡decide ¡whether ¡to ¡ allocate ¡their ¡funds ¡by ¡formula ¡or ¡through ¡a ¡competition. $400 ¡million ¡for ¡the ¡2017-­‑18 ¡and ¡right ¡now ¡hoping ¡for ¡as ¡little ¡as ¡$500 ¡million ¡but ¡not ¡ the ¡1.6 ¡billion ¡as ¡intended. Hawaii, ¡a ¡state ¡has ¡only ¡one ¡school ¡district, ¡is ¡planning ¡to ¡roll ¡the ¡money ¡into ¡Title ¡II, ¡ the ¡main ¡federal ¡program ¡dealing ¡with ¡teacher ¡quality. ¡The ¡Aloha ¡State ¡would ¡get ¡ about ¡$1.9 ¡million ¡from ¡Title ¡IV, ¡a ¡spokeswoman ¡explained, ¡which ¡"would ¡not ¡be ¡ enough ¡to ¡fund ¡a ¡high-­‑quality, ¡standalone ¡initiative ¡in ¡Hawaii." ¡ NY ¡gave ¡out ¡guidance ¡that ¡they ¡can ¡NOT ¡use ¡Title ¡IV ¡funding ¡for ¡Health ¡and ¡PE ¡

• programs. ¡
