- Rulemaking for Transportation Improvement
Program
- Sec. 22 – Employee Tax 1/10th of 1% on wages.
- 90% by formula to qualified entities
- 5% to qualified entities on a discretionary basis

- 4% to transportation service providers for intra city
services.
- 1% to ODOT for rural support

- Capital Improvements

- 40% match: 20% Match for communities under
5,000, safety corridors or for projects that benefit Title 1 schools.

- There will be a Rulemaking Advisory Committee.
- Draft rule by Spring of 2018. Call for projects after
that is finalized.

Safety
- For 21-24 Safety is pulled out as a stand
alone category.
- Safety project locations (and funding) are
identified based on fatal and serious injury crash information.
- The base program is jurisdictionally blind –
meaning that ODOT uses the majority of funds both on the local and state system.
- The $10M additional from HB 2017 will be
focused on the state system.
