• Are ‘fair’ to the commissioner AND the provider and enable sensible

• Secure greater alignment between the currency used for payment - eg

fixed payment / local PbR / clusters etc etc with the contracting arrangements within which delivery will operate – so the use of different contracting models ( for eg prime contractor / vendor models) as well as different payment mechanisms
