Why Socio-Economic Research in ATM ?
Emerging societal concerns
about air transport growth (Noise at airports, Climate
change, Oil scarcity)
Pressures on ATM to change
(technologies, performance,
Single European Sky legislation)
=> need to understand :
Impacts of Air Transport on society :
environmental but also economic and social
Society expectations on Air Transport and ATM
(such as need for Mobility, Risks & responsibility, nuisance & climate change, Socio-economic value, Transparency, Quality of service)
ATM cultural changes implied by Society
demands (such as Cost efficiency , Accountability, Openness , responsiveness , Green ATM, standardisation, safety management)

Strategic Alignment to European objectives
“Time to decide” – European Transport Policy for 2010
Promoting passengers rights Towards sustainable mobility – fair infrastructure charging, taking account of
external costs
Managing globalisation – improving safety and protecting the environment
ACARE SRA2 - DG-TREN+RTD aeronautical research agenda
Performance targets : economy, environment and social acceptance Transition issues – acceptance of change Green approaches to airports Societal studies of the whole Air Transport System
SESAME – DG-TREN programme for Single Sky implementation
Institutional Framework
Trade-off analysis (Ops concept, architecture, technologies, safety, social,
costs,..)
with respect to Social, Economic, Political and Institutional aspects Air transport capacity increase: airports/environment

Why Socio-Economic Research in ATM ? Society demand on Air Transport services : environment friendly, safe, available, affordable service delivered in a sustainable way
How can Air Transport be sustainable ? How can ATM contribute to improve sustainability ?
Need to understand the social-economic-environmental cost and benefits of Air Transport development

Some Society results so far
Study of attitudes to annoyance at airports showed that aircraft
annoyance depends on the other factors affecting quality of life
Press : a poor image of the ATM organisation seems to correspond to
a small understanding of the ATC job…
a trend : Air Transport is seen as a mature and therefore risk-
free industry where accidents are unacceptable and ATM
- rganisations guilty
Organisational transparency in ATM safety shows how the need
to build a common understanding of risk in ATM and safety results progressively replaces the illusion that safety ‘facts’ exist and need uncovering
Attitude to Change in ATM : first step examines the introduction of
noise procedures at arrivals with controllers and pilots

Some Economics results so far
Catalytic economic effect of Air Transport in EU25,
complementary to direct, indirect and induced effects – shown to contribute 2.6% to EU15 GDP in ACARE study 2003 -, seems to be worth an additional 0.5% to EU GDP (under validation)
ATM market evolution study :
are there similarities between some ATM services (ATC,
ATFM, …) and the internet, mobile telecoms and air transport services ?
what we can learn from these markets evolution ?
Airlines strategy research explores the competitive
strategies of airlines in the context of alliances
