National approaches of health and safety management in agriculture
12.12.2018 4
Governmental bodies are in charge of handling HSE in most of the member countries. In general: National labour inspectorates Supported by: Agricultural social insurance (i.e. Germany, Poland, France, Finland, Austria)
Example of a national approach – Poland National authority for occupational health and safety in agriculture The Agricultural Social Insurance Fund (KRUS)
for individual farmers and members of the household working with them
The Polish Social Insurance Institution (ZUS)
for employees (employment contract)
The National Health Fund (NFZ)
health care benefits /medical treatment free for insured farmers (in KRUS) and employees (in ZUS)
National Labour Inspectorate (PIP)
supervision and inspection the observance of labour law, in particular occupational safety and health rules and regulations as well as regulations on legality of employment and other paid work.
Applicable from 18 May 2018 amended provisions
- n farmers' social insurance and health insurance
introduced an obligation for the farmer to insurance in KRUS assistants with whom the farmer concluded a temporary contract for employment for-harvesting hops, fruit, vegetables, tobacco, herbs and herbal plants. The total duration of employment provided by the worker on the basis of concluded contracts may not exceed 180 days in a given calendar year. The helper may be a Polish citizen or a foreigner entitled to work in Poland. According to the Ministry
- f Agriculture, about 500,000 people work
seasonally in agriculture.
Generally, the Polish social insurance system includes
- ld-age pension insurance
disability and survivor’s pension insurance sickness insurance work accident insurance
The Law on Farmers’Social Insurance distinguishes two types of insurance
- ld-age and disability insurance (pensions and allowances)
accident, health and maternity insurance (benefits)
- a one-off compensation for permanent or prolonged health
detriment or death resulting from an accident when performing agricultural work or farmers’ occupational disease
- sickness allowance
Farm relief worker system for farmers to conduct necessary
work – not available In Poland, from 1 October 2017, the new law on pensions was introduced - the general retirement age for individual farmers will be 60 years for women and 65 years for men. Farmers must have a minimum 25-year working period to be subject to agricultural pension insurance in order to retire.
Accident statistics in agricultural plants are collected by the Central Statistical Office (GUS). Information on accidents at work in case of employees (excluding private farms in agriculture) is obtained
from statistical card of accident at work and transferred to the Central Statistical Office as part of the program of statistical surveys of public statistics via the Polish Social Insurance Institution (ZUS).
Accidents at work on private farms in agriculture
are registered by branches of the Agricultural Social Insurance
Fund (KRUS) and transferred to the Central Statistical Office as
- reports. The data are related only to these accidents for which
- ne-off compensations were granted in a given year.
According to the Central Institute for Labor Protection (CIOP) assessment, not all accidents at work are reported, therefore the scale of the problem is generally underestimated.

Finland: National Take care of the farmer project, organised by MELA France: fragmented, because MSA is regional Germany: SVLFG offers a lot of information on webpage, regular campaigns (www.svlfg.de) Greece: no national strategy especially for agriculture, but Greece used to have a social insurance for agriculture (OGA) until 2016

Ireland:
Poland: Since 1992 the Polish KRUS organizes rehabilitation
stays for farmers - about over 14 thousand farmers
per year (altogether ca. 300 000 persons) in 7 Rehabilitation Centers. The Fund organizes also rehabilitation stays for
farmers' children during summer holidays. Children
aged 7 to 15 are entitled to this benefit if at least one of their parents (legal guardian) is covered by social insurance for farmers (since 1993 nearly 23 000 thousand children).

Conclusions
12.12.2018 14
Most of the countries have some kind of H&S support for farmers. We need to focus on the effeciency ! Campaigns are designed on national level, lack of exchange among countries, because of language, disparities in the countries, etc.. We need a simple structure for HS systems! Campaigns need to be evaluated!
Thank you for your attention from WG 1!
