Purpose of Public Meeting • Discuss key concepts of soon to be written RFP for Pound Services • Educate on OMAFRA requirements • Educate on process for RFP • Review timelines

Standard of Care • Comprehensive vaccination, handling, cleaning, socialization and care policies to avoid illness • Rehab efforts for sick, injured, unweaned or traumatized animals • Dedicated relationship with foster care program(s)

Standard of Care • Active and ongoing adoption program that is responsive to community needs • Spay/neuter before release • Veterinary Services- relationship with an on call process

Standard of Care • Partnerships with local rescue groups • Euthanasia- process shall be humane and meet legislation

Expectation of Pound Service • Requirement to take any dog or cat as surrendered as a stray, seized by Enforcement or ordered quarantined by the SDHU • Staffed appropriately and available to receive animals 7 days a week , including statutory holidays

Expectation of Pound Service • With a mutually agreed upon schedule, services will be available to the public and enforcement staff daytime and evening hours • Required process for receipt of animals in emergency situations outside of business hours

Expectation of Pound Service • Ensure adequate and receipt, housing, feeding, care, exercise, treatment and release of all animals • Facilities used for this contract shall pass all legislative requirements and inspections • Business Continuity plan for emergency situations

Relationships with the Community • Cooperate with all agencies such as OMAFRA, OSPCA, SDHU and all levels of enforcement • Participation in a City hosted website to advertise found animals, animals up for adoption and responsible pet ownership messaging

Relationships with the Community • Support creative approaches to adoption and messaging while encouraging public and community outreach • Supporting CGS education campaigns to support responsible pet ownership and compliance with the Animal Care and Control Bylaw

Service Area Zones • The City of Greater Sudbury will be divided into three separate zones • Proponents may bid on one (1), two (2) or three (3) zones • Proponents will not be required to host a physical location in the service area they bid on

Service Area Zones • Proponents will be required to illustrate that they host sufficient pound capacity to accommodate all redeemed animals in their zone • In the event of illness or emergency, may be required to assume animals from another zone

Service Area Approximate Number of Animals • Average of 14% of CGS population is dog owners with 1.6 dogs per household* • Average of 11.7% of CGS population are cat owners with 2.1 cats per household* *American Veterinary Medical Association (AMVA) Formula as provided by Matrix Consulting Group

Financial Arrangements- RFP for Pound Services • Bids will require proponents to submit a per animal/per day fee that will be charged to the City of Greater Sudbury • Rate will be specific to type of animal and will include all costs for service • The City will be invoiced monthly based on intakes/services in the previous month

Financial Arrangements- Pound Services • All fees collected by contractor (with the exception of adoption) will be forwarded to the City of Greater Sudbury • Recommend to Council that process where the contractor (and any partner) receive $2 for every animal registration sold on their behalf, be continued

Why Open Competitive Process • Request for Proposal if over $50,000 • Decision based on price and qualitative criteria “Best Value” • Defined in the City of Sudbury Purchasing Bylaw • Pre-defined evaluation plan

Mandatory Requirements • RFP may include mandatory specifications/requirements • Submissions that do not comply will be rejected • Bid Compliance- Schedule B of the Purchasing Bylaw
