Barriers to transformational change

Tensions between central control and place based change - the tensions

that can arise between the need for centrally controlled and accountable systems and services and the increasing drive towards devolution and local empowerment.

Limited capacity for innovation - achieving the right balance between ensuring

safety and security for the public, staff working in the system and offenders, and the need to innovate and provide appropriate and proportionate responses that will reduce offending and prevent reoffending.

Lack of integration - the need for greater integration between the Criminal Justice System and

sectors that have the greatest potential for achieving long term change, including health and mental health, substance misuse, education, housing, welfare and employment.
