The International Maritime Organization (IMO) has decided that the global fuel sulphur limit of 0.50% will enter into force in 2020. This requirement is in addition to the 0.10% sulphur limit in the North American, US Caribbean, North Sea and Baltic Emission Control
- Areas. Vessels that have exhaust gas cleaning systems installed will
be allowed to continue using High Sulphur Fuel Oil (HSFO). More than 70,000 ships will be affected by the regulation.
Owners options in response to IMO 2020
1
Switching from high-sulphur fuel oil (HSFO) to marine gas oil (MGO) or distillates
2
Using very-low sulphur fuel oil or compliant fuel blends (0.50% sulphur)
3
Retrofitting vessels to use alternative fuels such as LNG or other sulphur-free fuels
4
Installing exhaust gas cleaning systems (scrubbers), which allows
- peration on regular HSFO
▪ IMO 2020 is the global implementation standard enforcing a maximum sulphur cap on fuel content from 1 January 2020, lowering the current 3.5% limit. ▪ The IMO Marpol Annex VI “Prevention of Air Pollution from Ships”, first adopted in 1997 came into force in 2005, has established limits on sulphur content in bunker fuel, as well as the creation of Emission Control Area (ECA) in designated sea areas setting stricter sulphur content limits at just 0.1%. ▪ Marpol Annex VI started with a global cap of 4.5% before it was lowered to 3.5% in 2012. The steep reduction to a global 0.5% sulphur cap by 2020 was agreed in October 2016 by the IMO Marine Environment Protection Committee (MEPC). ▪ The use of Exhaust Gas Cleaning Systems (EGCS), also known as scrubbers, is a commercially available mitigation option for the shipping industry. ▪ Ships that have scrubbers modifications can continue to burn high sulphur bunker fuel from 2020 and comply with the 0.5% sulphur limit. Those vessels unable to retrofit their existing systems or owners preferring an alternative solution can purchase Low Sulphur Bunker Fuel oil (“LSFO”) specially blended by the refineries at additional cost to the ship operator. However, there is widespread concern around the availability and compatibility of these LSFO. ▪ In addition to scrubbers, the IMO adopted the International Convention for the Control and Management of Ships’ Ballast Water and Sediments in 2004 which came into force in September 2017. The regulation combats the transfer of evasive species in a ship’s ballast water by introducing requirements for
- wners
to implement regulated ballast water management procedures. Newport is active in the retrofitting of such ballast water treatment systems. ▪ Both retrofitting of scrubbers and ballast water treatment systems are complementary in addition to Newport’s core business offering of dry docking repairs and/or specialist survey requirements.
