Executive update – Solution Based Casework (SBC) Shifting from SBC to DCP Practice Approach

DCP adopted SBC in 2013 SBC has strengths but it does not meet the requirements of the Children and Young People (Safety) Act and the implementation process has been challenging SBC’s utilisation varied widely across DCP and the sector Decision to transition away from SBC was also informed by Australian Centre for Child Protection Report Assessing the Quality and Comprehensiveness of Child Protection Practice Frameworks (2018)

slide-5
SLIDE 5

Executive update – Solution Based Casework (SBC)

FBC growth payment opportunity for improvement feedback

Jennifer Browne, Chief Financial Officer Department for Child Protection

slide-20
SLIDE 20

FBC growth payment process

3 ideas were raised as options to fast track the growth payment process:

  • Bring forward the acquittal reporting date
  • Data matching and validation process improvement
  • Move from a Not-for-Profit Funded Agreement (paid in advance) to a Goods and

Services Agreement (paid in arrears) The opportunity to provide feedback and ideas via survey made available 9 May 2019

Overview of the consultation process

Key elements of the Growth Payment Process presented at Sector Briefing 3

slide-21
SLIDE 21

FBC growth payment process – feedback overview

Move forward the acquittal date

  • Respondents were split between keeping it as it is and moving it forward
  • The ability to do this is dependent on the ease or complexity of reconciling and reporting data

Data reconciliation and reporting

  • The ability to validate data at regular intervals before quarter end would be beneficial (pre-match)
  • The ability to reconcile and report data is varied among service providers (different degrees difficulty / ease)
  • Shared data management system would help, data reconciliation method should be reasonable

Move from Not-for-profit funded Agreement to Goods and Services Agreement

  • Majority of respondents would not be supportive of this
  • More information on Goods and Services Agreement was required before this could be considered

(e.g. what are reporting requirements, operational meeting requirements, impacts to operations, rates)

Other ideas and comments

  • Block funded Agreements could be varied at regular intervals
  • Treat growth payments and surpluses separately (i.e. don’t recoup surplus funds to offset growth payment)
  • The current approach is working
  • Don’t understand why all growth payments need to be made at the one time
  • The volume of current change is substantial, clear communication channels are needed between DCP and the

sector to support an effective transition, shared decision making is needed to ensure changes are understood

slide-22
SLIDE 22

FBC growth payment process Actions / next steps

Keep FBC Growth payment as is, focusing on improving data quality and reporting processes DCP to provide placement data on a monthly basis to enable more frequent data matching and reconciliation Provide further information on Goods and Services Agreement and how it may effect and impact payments and reporting

  • bligations

Review the process in 6-12 months for further improvement

  • pportunities

Contract reform update

Peter Evans, Project Manager Contract Reform Department for Child Protection

slide-25
SLIDE 25

Contract reform update Contract reform

2017 Environmental scan identified the necessity for contract reform. Review unearthed our existing contracts were:

  • Ambiguous, vague and lack uniformity
  • Inconsistent between same or similar service types
  • Difficult to interpret
  • Performance management not linked with service expectations
  • No clear decision making or engagement pathways
  • Did not clarify roles, responsibilities or accountabilities

Stage 1: Develop & implement foundations

Implemented Contract Management Framework Established Procurement & Contract Management Governance Committee Defined Service Specifications & Service Provision Requirements Introduced standardised Not-for-Profit (NFP) Funded Agreements and Goods & Services Agreements Implemented Contract Performance Management Framework Established Service Provider area on DCP Website & events Strengthen and improve relationships within DCP and with service providers by clarifying roles & responsibilities Implement Contract Management & Licensing System (CMLS) Standardise policies, practices, tools and templates

Contract reform update CMLS impact to service providers

19/20 Quarter 1 Acquittals

  • Lodge as per normal process
  • Use existing financial acquittal template (updating formatting to allow for upload into

CMLS in future)

  • New KPI reporting template to be presented at Sector Briefing 6 and distributed prior

Service provider training and use of the portal

Supports the key activities required within the CPMF, specifically the measurement, monitoring and management of performance against service agreement. Defines Key Performance Indicators (KPIs)

Performance Measurement Specification (PMS)

Defines the minimum level of performance and service delivery required through the term of service agreement between DCP and the Service Provider. Within the PMS exists two performance measurement tiers: Tier 2 Key Performance Indicators (KPIs)

Supporting performance measures that provide context to Tier 1 Measures. Tier 2 consultation period ended 12 July 2019. PMS being updated to include 45 KPIs incorporating service provider feedback, expected to be approved and available by the end of August 2019.
