Feminist ¡Peace ¡Activism: ¡Reaching ¡Across ¡the ¡ Generational ¡‘Divide’ ¡

¡ Presented ¡at ¡‘WILPF ¡Triennial ¡2012: ¡Taking ¡Back ¡the ¡Agenda ¡on ¡Women ¡Peace ¡and ¡Security’ ¡ ¡ ¡ First, ¡I ¡would ¡like ¡to ¡begin ¡by ¡saying ¡how ¡privileged ¡we ¡are ¡to ¡be ¡here ¡today. ¡This ¡is ¡our ¡first ¡triennial ¡ since ¡ our ¡ formation ¡ just ¡ least ¡ year, ¡ and ¡ we ¡ hope ¡ that ¡ in ¡ the ¡ coming ¡ years ¡ our ¡ numbers ¡ and ¡ our ¡ contribution ¡to ¡WILPF, ¡to ¡transforming ¡peace ¡and ¡security ¡will ¡only ¡grow. ¡ ¡ ¡ We, ¡ as ¡ young ¡ women, ¡ all ¡ found ¡ ourselves ¡ drawn ¡ to ¡ one ¡ of ¡ the ¡ oldest ¡ international ¡ women’s ¡

• rganisations ¡in ¡the ¡world. ¡ ¡

¡ We ¡view ¡the ¡principles ¡and ¡objectives ¡of ¡this ¡historically ¡significant ¡women’s ¡peace ¡organisation ¡as ¡ vital ¡today ¡as ¡they ¡were ¡at ¡the ¡time ¡of ¡its ¡inception ¡in ¡1915. ¡ ¡ In ¡many ¡ways, ¡despite ¡its ¡long ¡history, ¡WILPF ¡remains ¡a ¡genuinely ¡radical ¡organisation. ¡ ¡ ¡ This ¡was ¡evident ¡when ¡I ¡was ¡recently ¡reviewing ¡the ¡“Australian ¡Strategic ¡Plan ¡for ¡Building ¡Peace ¡in ¡ the ¡Asia ¡Pacific” ¡-­‑-­‑-­‑ ¡To ¡‘redefine ¡security’ ¡to ¡‘challenge ¡militarism’ ¡and ¡to ¡invest ¡in ¡peace. ¡ ¡ ¡ ¡ That ¡such ¡sensible ¡objectives ¡could ¡be ¡described ¡as ¡radical ¡today, ¡points ¡to ¡the ¡continuing ¡relevance ¡

• f ¡WILPF ¡and ¡why ¡we ¡as ¡young ¡women ¡are ¡impelled ¡to ¡act. ¡ ¡ ¡

¡ As ¡the ¡Y-­‑ ¡suggests, ¡we ¡are ¡demographically ¡distinct ¡from ¡the ¡majority ¡of ¡the ¡amazing ¡women ¡involved ¡ in ¡WILPF, ¡many ¡of ¡whom ¡are ¡here ¡today. ¡ ¡ ¡ For ¡WILPF, ¡just ¡as ¡the ¡Women’s ¡movement ¡more ¡broadly, ¡the ¡need ¡to ¡engage ¡a ¡younger ¡membership ¡ base ¡ is ¡ a ¡ pertinent ¡ concern ¡ if ¡ the ¡ objectives ¡ and ¡ great ¡ body ¡ of ¡ experience ¡ is ¡ to ¡ be ¡ transferred ¡ to ¡ future ¡generations-­‑ ¡as ¡we ¡believe ¡they ¡should ¡be. ¡ ¡ ¡ Acknowledging ¡ some ¡ of ¡ these ¡ concerns ¡ and ¡ with ¡ the ¡ enthusiasm ¡ of ¡ young ¡ women ¡ eager ¡ to ¡ get ¡ involved, ¡Y-­‑WILPF ¡came ¡to ¡life ¡in ¡2006. ¡ ¡ ¡ ¡ Being ¡part ¡of ¡an ¡international ¡organisation ¡WILPF ¡members ¡have ¡enormous ¡experience ¡ and ¡expertise ¡that ¡must ¡be ¡shared ¡and ¡transferred ¡to ¡the ¡new ¡young ¡members, ¡because ¡ it ¡is ¡essential ¡for ¡the ¡continuity ¡of ¡WILPF. ¡ ¡ The ¡intention ¡of ¡Young ¡WILPF ¡is ¡not ¡to ¡create ¡a ¡separate ¡section ¡but ¡to ¡establish ¡an ¡arena ¡ for ¡young ¡women ¡to ¡enter ¡into ¡the ¡organisation. ¡We ¡see ¡this ¡project ¡as ¡an ¡opportunity ¡ for ¡WILPF ¡to ¡come ¡together ¡[…] ¡in ¡our ¡struggle ¡for ¡peace ¡and ¡security. ¡ ¡ ¡ Taken ¡from ¡www.wilpfinternational.org ¡ ¡ ¡

The ¡ sentiment ¡ of ¡ a ¡ united ¡ WILPF ¡ and ¡ Y-­‑WILPF ¡ is ¡ expressed ¡ well ¡ by ¡ a ¡ Swedish ¡ young ¡ woman ¡ we ¡ interviewed ¡for ¡a ¡recent ¡presentation ¡at ¡a ¡peacekeeping ¡symposium ¡in ¡Melbourne. ¡ ¡She ¡states: ¡ ¡ ¡ We ¡should ¡take ¡out ¡the ¡Y ¡as ¡much ¡as ¡possible, ¡we ¡are ¡also ¡WILPF, ¡we ¡just ¡don’t ¡ happen ¡to ¡fit ¡the ¡ordinary ¡profile ¡[yet]. ¡ ¡ These ¡lines ¡capture ¡well ¡the ¡focus ¡of ¡this ¡presentation ¡today. ¡Conscious ¡of ¡what ¡we ¡as ¡young ¡women ¡ may ¡have ¡to ¡contribute ¡in ¡the ¡presence ¡of ¡such ¡a ¡wealth ¡of ¡experience ¡– ¡this ¡presentation ¡will ¡be ¡ partly ¡a ¡necessary ¡exercise ¡in ¡self-­‑reflection….and ¡also ¡a ¡practical ¡exploration ¡of ¡what ¡and ¡who ¡are ¡Y-­‑ WILPF ¡ ¡ I ¡ will ¡ consider ¡ some ¡ of ¡ the ¡ broad ¡ challenges ¡ that ¡ feminist ¡ peace ¡ activism ¡ faces ¡ in ¡ the ¡ Australian ¡

¡ Drawn ¡ from ¡ interviews ¡ with ¡ Young ¡ WILPF ¡ women ¡ from ¡ around ¡ the ¡ world ¡ and ¡ from ¡ Australian ¡ WILPFers ¡ -­‑-­‑I ¡ will ¡ reflect ¡ on ¡ some ¡ of ¡ the ¡ cross-­‑generational ¡ the ¡ challenges ¡ and ¡ commonalities ¡ for ¡ feminist ¡ peace ¡ activism ¡ in ¡ contemporary ¡ Australia– ¡ with ¡ the ¡ aim ¡ to ¡ open ¡ a ¡ continual ¡ dialogue ¡ between ¡WILPF ¡and ¡Y-­‑WILPF ¡members. ¡ ¡ I ¡ will ¡ introduce ¡ Y-­‑WILPF ¡ (particular ¡ for ¡ those ¡ who ¡ may ¡ have ¡ been ¡ unaware ¡ of ¡ our ¡ existence) ¡ and ¡

• utline ¡some ¡of ¡the ¡work ¡we ¡have ¡undertaken ¡to ¡date. ¡ ¡

¡ I ¡will ¡look ¡to ¡future ¡strategic ¡directions ¡of ¡the ¡Y-­‑ ¡within ¡WILPF ¡ ¡-­‑ ¡and ¡how ¡we ¡may ¡be ¡situated ¡to ¡the ¡ benefit ¡of ¡WILPF ¡and ¡the ¡transformation ¡of ¡how ¡we ¡in ¡Australia, ¡and ¡globally, ¡approach ¡‘peace ¡and ¡ security’. ¡ ¡ Situating ¡our ¡Challenge ¡in ¡the ¡Australian ¡context: ¡ ¡ In ¡preparing ¡for ¡this ¡presentation, ¡I ¡was ¡drawn ¡to ¡reflect ¡on ¡the ¡context ¡of ¡peace ¡activism ¡in ¡Australia ¡ and ¡how ¡this ¡positions ¡the ¡work ¡we ¡do. ¡ ¡ ¡ Situating ¡ anti-­‑militaristic ¡ notions ¡ of ¡ security ¡ in ¡ the ¡ Australian ¡ context, ¡ it ¡ often ¡ seems ¡ that ¡ we ¡ find ¡

• urselves ¡in ¡an ¡up-­‑hill ¡trek ¡during ¡a ¡landslide ¡– ¡so ¡ingrained ¡is ¡militarism ¡in ¡our ¡national ¡identity. ¡ ¡

¡ Recently ¡commemorating ¡ANZAC ¡day, ¡we ¡are ¡only ¡too ¡reminded ¡that ¡Australia ¡has ¡constructed ¡(and ¡ reconstructed) ¡ its ¡ national ¡ identity ¡ on ¡ the ¡ senseless ¡ death ¡ of ¡ thousands ¡ of ¡ men ¡ on ¡ a ¡ far-­‑flung ¡ beaches-­‑-­‑-­‑ ¡ a ¡ so ¡ called ¡ ‘ecstatic ¡ myth’ ¡ which ¡ fails ¡ to ¡ critically ¡ engage ¡ and ¡ is ¡ devoid ¡ of ¡ women’s ¡ histories ¡in ¡any ¡more ¡than ¡a ¡tokenistic ¡sense. ¡ ¡ ¡ In ¡one ¡of ¡his ¡first ¡press ¡statements ¡as ¡Foreign ¡Minister, ¡Bob ¡Carr ¡highlighted ¡the ¡importance ¡of ¡the ¡ ANZUS ¡treaty ¡and ¡United ¡States ¡military ¡might ¡to ¡Australian ¡‘security’. ¡In ¡positioning ¡neutrality ¡as ¡the ¡

• nly ¡alternative, ¡he ¡simultaneously ¡swept ¡such ¡an ¡idea ¡under ¡the ¡carpet. ¡ ¡

¡ We ¡ withdrew ¡ from ¡ Vietnam ¡ in ¡ 1973, ¡ exhausted ¡ by ¡ death ¡ and ¡ public ¡ outrage. ¡ Today, ¡ we ¡ talk ¡ of ¡ withdrawal ¡ from ¡ Afghanistan ¡ not ¡ because ¡ we ¡ are ¡ outraged ¡ by ¡ the ¡ futility ¡ of ¡ militaristic ¡ ‘humanitarianism’ ¡– ¡but ¡because ¡the ¡public ¡has ¡become ¡resigned ¡to ¡cynicism. ¡ ¡ The ¡ recent ¡ announcements ¡ of ¡ the ¡ permanent ¡ stationing ¡ on ¡ two ¡ and ¡ a ¡ half ¡ thousand ¡ American ¡ soldiers ¡in ¡Northern ¡Australia, ¡in ¡communities ¡already ¡being ¡greatly ¡affected ¡by ¡the ¡presence ¡of ¡large ¡ numbers ¡of ¡Australian ¡troops-­‑ ¡is ¡met ¡with ¡little ¡critical ¡analysis ¡in ¡the ¡mainstream ¡media. ¡ ¡ ¡

The ¡proposed ¡plans ¡to ¡position ¡an ¡American ¡drone ¡base ¡on ¡the ¡Coco’s ¡islands ¡has ¡received ¡just ¡as ¡ little ¡attention. ¡ ¡ ¡ By ¡and ¡large, ¡Australia ¡accepts ¡that ¡military ¡expansion ¡is ¡part ¡and ¡parcel ¡of ¡our ¡history ¡and ¡of ¡our ¡ future ¡foreign ¡policy ¡objectives ¡into ¡the ¡‘Asian ¡Century’. ¡ ¡War ¡and ¡weapons ¡have ¡long ¡been ¡issues ¡ that ¡garner ¡unquestioned ¡bi-­‑partisan ¡support. ¡ ¡ Against ¡this ¡backdrop, ¡challenging ¡how ¡we ¡as ¡a ¡society ¡think ¡about ¡‘security’ ¡and ¡who ¡it ¡concerns ¡can ¡ seem ¡an ¡overwhelming ¡task. ¡ ¡ ¡ While ¡it ¡is ¡not ¡the ¡robust ¡document ¡that ¡many ¡of ¡us ¡had ¡hoped ¡and ¡struggled ¡for ¡-­‑ ¡the ¡recent ¡launch ¡

• f ¡ the ¡ National ¡ Action ¡ Plan ¡ on ¡ Women ¡ Peace ¡ and ¡ Security, ¡ is ¡ a ¡ long ¡ overdue ¡ recognition ¡ by ¡ the ¡

Australian ¡government ¡of ¡the ¡need ¡to ¡include ¡women ¡and ¡begin ¡the ¡task ¡of ¡redefining ¡‘security’ ¡in ¡a ¡ way ¡that ¡at ¡least ¡provides ¡some ¡breathing ¡room ¡for ¡the ¡notion ¡of ¡Peace. ¡ ¡ ¡ Despite ¡its ¡drawbacks, ¡the ¡NAP ¡is ¡a ¡real ¡victory-­‑ ¡but, ¡it ¡one ¡that ¡those ¡outside ¡engaged ¡circles ¡remain ¡ unaware ¡of. ¡ ¡The ¡reasons ¡for ¡the ¡NAPs ¡lack ¡of ¡visibility ¡are ¡multifarious ¡– ¡and ¡highlight ¡the ¡challenges ¡ we ¡face ¡in ¡pressing ¡for ¡its ¡full ¡implementation ¡and ¡also ¡its ¡development ¡into ¡the ¡future. ¡–(some ¡of ¡ these ¡issues ¡we ¡have ¡discussed ¡throughout ¡this ¡weekend) ¡ ¡ The ¡women’s ¡rights ¡movement ¡has ¡fought, ¡not ¡for ¡a ¡separate ¡space ¡in ¡which ¡women’s ¡rights ¡may ¡be ¡ considered, ¡but ¡for ¡the ¡erosion ¡of ¡structurally ¡and ¡culturally ¡embedded ¡inequalities ¡that ¡subordinate ¡ women ¡ and ¡ deny ¡ difference. ¡ Feminism ¡ by ¡ its ¡ very ¡ nature ¡ seeks ¡ to ¡ influence ¡ all ¡ spheres ¡ and ¡ to ¡ transform ¡our ¡political, ¡social ¡and ¡economic ¡relations. ¡ ¡ ¡ It ¡is ¡in ¡this ¡regard, ¡that ¡feminism ¡has ¡contributed ¡significantly ¡to ¡the ¡analysis ¡of ¡militarization ¡and ¡ peace ¡and ¡this ¡continues ¡to ¡connect ¡with ¡young ¡peace ¡activists ¡today. ¡ ¡ ¡ Reflecting ¡on ¡this, ¡it ¡is ¡evident ¡that ¡many ¡of ¡challenges ¡we ¡face ¡today, ¡are ¡as ¡great ¡as ¡they ¡have ¡been ¡ in ¡the ¡past. ¡Challenging ¡prevailing ¡concepts ¡of ¡security ¡in ¡Australia ¡in ¡many ¡ways ¡cuts ¡to ¡the ¡bone ¡of ¡ so ¡many ¡other ¡Australian ¡myths ¡and ¡identities, ¡which ¡may ¡seem ¡immovable. ¡ ¡ ¡ Feminism ¡does ¡have ¡the ¡capacity ¡to ¡genuinely ¡challenge ¡these ¡myths, ¡if ¡we ¡extend ¡our ¡reach ¡beyond ¡ the ¡‘generational ¡divide’-­‑ ¡and ¡engage ¡those ¡young ¡women ¡(and ¡men) ¡who ¡are ¡taking ¡an ¡interest ¡in ¡ issues ¡of ¡peace ¡and ¡security. ¡ ¡ ¡ Feminism ¡Across ¡the ¡Generational ¡‘Divide’: ¡ ¡ While ¡ mainstream ¡ media ¡ likes ¡ to ¡ describe ¡ Australian ¡ society ¡ as ¡ ‘post-­‑feminist’ ¡ -­‑ ¡ within ¡ feminist ¡ circles, ¡there ¡is ¡increasing ¡recognition ¡that ¡the ¡movement ¡needs ¡to ¡re-­‑invigorate ¡its ¡ranks ¡with ¡fresh-­‑

• blood. ¡ ¡

¡ The ¡ YWCA ¡ identifies ¡ cross-­‑generational ¡ dialogues ¡ as ¡ method ¡ to ¡ achieve ¡ this. ¡ In ¡ their ¡ paper ¡ Cross ¡ Generation ¡ Dialogue: ¡ Why ¡ it ¡ is ¡ Critical ¡ to ¡ Movement ¡ Building, ¡ they ¡ drew ¡ on ¡ the ¡ outcomes ¡ of ¡ a ¡ roundtable ¡held ¡in ¡2010: ¡ ¡ ‘If ¡ the ¡ ultimate ¡ goal ¡ of ¡ the ¡ women’s ¡ movements ¡ is ¡ to ¡ transform ¡ society ¡ […] ¡ then ¡ of ¡ necessity ¡ the ¡ movements ¡need ¡to ¡be ¡broad ¡based ¡and ¡create ¡space ¡for ¡inter-­‑ ¡and ¡cross-­‑generational ¡approaches’ ¡ ¡ ¡ Bridging ¡ this ¡ so-­‑called ¡ ‘generational ¡ divide’ ¡ and ¡ bringing ¡ young ¡ women ¡ into ¡ the ¡ broader ¡ women’s ¡ movement ¡may ¡at ¡first ¡seem ¡a ¡task ¡fraught ¡with ¡obstacles. ¡ ¡

¡ However, ¡despite ¡common ¡depictions ¡of ¡young ¡people ¡as ¡disengaged, ¡willing ¡only ¡to ¡participate ¡in ¡ shallow, ¡sound-­‑bite ¡sized ¡and ¡easily ¡digestible ¡‘slacktivism’ ¡– ¡more ¡and ¡more ¡young ¡people, ¡young ¡ women ¡are ¡critically ¡engaged ¡in ¡issues ¡of ¡peace ¡and ¡security. ¡ ¡ ¡ The ¡ colloquial ¡ use ¡ of ¡ the ¡ phrase ¡ ‘I’m ¡ a ¡ feminist ¡ but…’ ¡ is ¡ a ¡ common ¡ one ¡ associated ¡ with ¡ young ¡

• women. ¡ We ¡ are ¡ confronted ¡ with ¡ a ¡ proliferation ¡ of ¡ competing ¡ interests ¡ and ¡ concerns-­‑-­‑climate ¡

change-­‑ ¡the ¡role ¡of ¡resources ¡in ¡our ¡economy-­‑ ¡the ¡monetization ¡of ¡most ¡aspects ¡of ¡our ¡private ¡lives. ¡ In ¡policy ¡terms, ¡such ¡issues ¡often ¡push ¡gender ¡concerns ¡to ¡the ¡backburner. ¡ But ¡for ¡young ¡women, ¡these ¡are ¡not ¡competing ¡interests ¡– ¡but ¡inform ¡our ¡perspectives ¡and ¡broaden ¡

• ur ¡‘gender ¡lense’. ¡So ¡perhaps ¡it ¡is ¡more ¡accurate ¡to ¡say ¡‘I ¡am ¡a ¡feminist ¡and…’ ¡

There ¡is ¡vast ¡online ¡community ¡of ¡young ¡feminists ¡worldwide ¡and ¡a ¡growing ¡cohort ¡of ¡young ¡women ¡ working ¡and ¡volunteering ¡in ¡women’s ¡organisations. ¡To ¡speak ¡of ¡young ¡women ¡being ¡disengaged ¡in ¡ feminism ¡is ¡a ¡fallacy, ¡and ¡indeed ¡young ¡women ¡themselves ¡are ¡challenging ¡these ¡assumptions. ¡ ¡ ¡ Feminist ¡Coming ¡Out ¡Day ¡in ¡the ¡United ¡States ¡has ¡morphed ¡into ¡a ¡larger ¡Feminist ¡Pride ¡campaign. ¡ Slut ¡Walk ¡has ¡been ¡a ¡vehicle ¡not ¡just ¡to ¡challenge ¡contemporary ¡manifestations ¡of ¡sexism, ¡but ¡for ¡ women ¡to ¡proudly ¡fly ¡their ¡feminist ¡flag. ¡ ¡ ¡ Feminaust, ¡Settle ¡Petal, ¡Young ¡UNWomen ¡and ¡of ¡course ¡Y-­‑WILPF ¡are ¡illustrative ¡local ¡examples ¡that ¡ young ¡women ¡are ¡connecting ¡with ¡feminism. ¡ ¡ ¡ Examples ¡ such ¡ as ¡ these ¡ serve ¡ as ¡ entry ¡ points ¡ in ¡ which ¡ young ¡ women ¡ can ¡ sharpen ¡ their ¡ skills ¡ and ¡ translate ¡knowledge ¡and ¡passion ¡into ¡effective ¡practice. ¡This ¡is ¡crucial ¡in ¡an ¡environment ¡where ¡to ¡ work ¡from ¡the ¡bottom-­‑up ¡or ¡the ¡top-­‑down ¡requires ¡a ¡seemingly ¡ever-­‑increasing ¡skill ¡set. ¡ ¡ ¡ One ¡ Y-­‑WILPF ¡ member ¡ offered ¡ her ¡ views ¡ on ¡ what ¡ young ¡ women ¡ bring ¡ to ¡ peace ¡ activism ¡ in ¡ this ¡ increasingly ¡professionalised ¡environment: ¡ ¡ We ¡ […] ¡ bring ¡ a ¡ new ¡ kind ¡ of ¡ professionalism. ¡ Many ¡ are ¡ trained ¡ or ¡ educated ¡ working ¡ with ¡ lobbying ¡and ¡other ¡ways ¡of ¡influencing ¡the ¡political ¡agenda. ¡ ¡ This ¡awareness ¡of ¡what ¡we ¡as ¡young ¡women ¡can ¡bring ¡to ¡the ¡table ¡is ¡not ¡informed ¡by ¡arrogance, ¡ but ¡a ¡deep ¡gratitude ¡and ¡recognition ¡of ¡hard ¡work ¡that ¡has ¡come ¡before. ¡When ¡asked ¡what ¡1325 ¡ means ¡to ¡her, ¡a ¡young ¡Swedish ¡Y-­‑WILPFer ¡said: ¡ ¡ It ¡means ¡that ¡WILPF's ¡agenda ¡since ¡1915, ¡a ¡hundred ¡years ¡later ¡made ¡it ¡all ¡the ¡way ¡to ¡the ¡ UN ¡Security ¡Council’s ¡agenda. ¡It ¡means ¡recognition ¡of ¡the ¡tireless ¡work ¡that ¡is ¡being ¡done ¡ by ¡ women ¡ around ¡ the ¡ world, ¡ and ¡ it ¡ means ¡ a ¡ small ¡ step ¡ towards ¡ a ¡ change ¡ in ¡ how ¡ the ¡ international ¡community ¡aims ¡to ¡work ¡ ¡ We ¡do ¡need ¡to ¡acknowledge ¡however, ¡that ¡feminism ¡does ¡not ¡have ¡the ¡broad ¡based ¡support ¡that ¡it ¡

• nce ¡ had ¡ among ¡ young ¡ people. ¡ We ¡ can ¡ and ¡ must ¡ engage ¡ many ¡ more ¡ young ¡ women-­‑ ¡ and ¡ indeed ¡

many ¡more ¡young ¡men. ¡ ¡ ¡ The ¡reason ¡for ¡the ¡generation ¡disconnect ¡is ¡complex, ¡but ¡much ¡of ¡feminisms ¡decline ¡may ¡perhaps ¡be ¡ attributed ¡to ¡its ¡success. ¡The ¡expansion ¡of ¡women’s ¡rights ¡has ¡resulted ¡in ¡a ¡perception ¡among ¡many ¡ young ¡people ¡that ¡the ¡battle ¡has ¡been ¡won. ¡ ¡ ¡

Young ¡ activists ¡ in ¡ the ¡ west ¡ struggle ¡ to ¡ find ¡ recognition ¡ of ¡ feminisms ¡ continued ¡ relevance ¡ among ¡

• ther ¡young ¡women. ¡As ¡an ¡American ¡Y-­‑WILPF ¡member ¡said ¡an ¡interview ¡with ¡us: ¡

¡ In ¡ the ¡ United ¡ States ¡ […] ¡ younger ¡ individuals ¡ consider ¡ gender ¡ equality ¡ an ¡ issue ¡ of ¡ the ¡ past, ¡ and ¡ feminism ¡therefore ¡a ¡whiny, ¡overdone, ¡controlling ¡movement ¡today. ¡ ¡ So ¡much ¡has ¡changed, ¡but ¡so ¡much ¡has ¡not. ¡As ¡one ¡WILPF ¡member ¡who ¡offered ¡thoughts ¡for ¡this ¡ presentation ¡stated: ¡ ¡ ¡ The ¡lesson ¡we ¡need ¡to ¡learn ¡is ¡that ¡the ¡gains ¡made ¡in ¡earlier ¡years ¡can ¡easily ¡be ¡taken ¡away, ¡so ¡ we ¡must ¡be ¡ever ¡vigilant ¡and ¡work ¡to ¡ensure ¡gender ¡equity ¡and ¡social ¡justice ¡are ¡still ¡human-­‑ rights ¡based ¡goals. ¡ ¡ ¡ ¡ Our ¡ right ¡ to ¡ higher ¡ education ¡ or ¡ employment ¡ is ¡ not ¡ questioned, ¡ but ¡ our ¡ visibility ¡ in ¡ the ¡ higher ¡ echelons ¡of ¡the ¡workplace ¡is. ¡Our ¡right ¡to ¡safe ¡medical ¡abortion ¡is ¡not ¡as ¡tenuous ¡as ¡our ¡right ¡to ¡ emergency ¡contraception. ¡ ¡ ¡ We ¡are ¡on ¡the ¡‘inside’ ¡but ¡we ¡are ¡stilling ¡fighting ¡to ¡get ¡women ¡in ¡those ¡positions ¡that ¡will ¡influence ¡ security ¡policy. ¡ ¡ Despite ¡ having ¡ a ¡ female ¡ Prime ¡ Minister, ¡ the ¡ Cabinet ¡ is ¡ predominantly ¡ men, ¡ and ¡ with ¡ the ¡ notable ¡ exceptions ¡ of ¡ Penny ¡ Wong ¡ and ¡ Nicola ¡ Roxon, ¡ women ¡ continue ¡ to ¡ hold ¡ traditionally ¡ ‘feminine’ ¡ portfolios ¡in ¡social ¡services ¡and ¡health. ¡ ¡ ¡ Of ¡the ¡34 ¡members ¡on ¡the ¡Joint ¡Standing ¡Committee ¡on ¡Foreign ¡Policy, ¡Defense ¡and ¡Trade ¡just ¡11 ¡are ¡ women-­‑ ¡clinging ¡like ¡geckos ¡to ¡that ¡ever-­‑present ¡glass ¡ceiling-­‑ ¡and ¡just ¡a ¡hand-­‑full ¡of ¡those ¡11 ¡women ¡ could ¡be ¡described ¡as ¡‘gender ¡sensitive’. ¡ ¡ Outward ¡expressions ¡of ¡sexism, ¡in ¡many ¡ways ¡have ¡been ¡replaced ¡by ¡political ¡correctness, ¡making ¡the ¡ struggle ¡to ¡name ¡-­‑ ¡and ¡seek ¡redress ¡for ¡discrimination ¡practices ¡all ¡the ¡more ¡difficult. ¡ ¡ ¡ Young ¡women ¡outside ¡female ¡dominated ¡industries, ¡often ¡watch ¡our ¡male ¡peers ¡quickly ¡rise, ¡while ¡ we ¡ work ¡ extra ¡ hard, ¡ held ¡ back ¡ not ¡ because ¡ we ¡ are ¡ women ¡ of ¡ course ¡ – ¡ but ¡ because ¡ we ¡ are ¡ ‘inexperienced’. ¡ ¡ ¡ A ¡Y-­‑WILPF ¡member ¡from ¡Nigeria ¡succinctly ¡describes ¡the ¡up ¡hill ¡battle ¡young ¡women ¡often ¡face: ¡You ¡ have ¡to ¡struggle ¡extra ¡hard, ¡first ¡as ¡a ¡woman ¡and ¡then ¡as ¡a ¡young ¡woman. ¡ ¡ As ¡we ¡enter ¡the ¡work ¡force, ¡or ¡venture ¡beyond ¡our ¡own ¡social ¡safety ¡nets, ¡the ¡reality ¡of ¡women’s ¡ persistent ¡inequality, ¡and ¡the ¡vast ¡task ¡that ¡remains ¡for ¡our ¡sisters ¡elsewhere ¡in ¡the ¡world ¡becomes ¡ more ¡evident. ¡ ¡ ¡ This ¡ is ¡ as ¡ much ¡ a ¡ personal ¡ realization ¡ as ¡ much ¡ as ¡ it ¡ is ¡ a ¡ political ¡ one. ¡ But, ¡ it ¡ is ¡ not ¡ a ¡ one ¡ that ¡ is ¡ distinctive ¡to ¡current ¡generations ¡of ¡young ¡women. ¡As ¡many ¡of ¡those ¡WILPF ¡members ¡that ¡kindly ¡

• ffered ¡their ¡words ¡and ¡shared ¡their ¡own ¡stories ¡with ¡us ¡stated, ¡the ¡recognition ¡that ¡we ¡are ¡not ¡given ¡

the ¡same ¡opportunity ¡as ¡men ¡is ¡often ¡found ¡when ¡‘stepping ¡out’ ¡into ¡the ¡world. ¡As ¡one ¡WILPFer ¡said ¡ to ¡us: ¡ ¡ It ¡was ¡not ¡until ¡I ¡became ¡Girl ¡Guide ¡representative ¡to ¡the ¡National ¡Council ¡of ¡Women ¡of ¡Tasmania ¡[…] ¡ that ¡I ¡became ¡aware ¡of ¡the ¡tremendous ¡struggle ¡women ¡had ¡gone ¡through ¡ ¡ ¡

It ¡is ¡because ¡so ¡much ¡is ¡left ¡to ¡achieve ¡– ¡but ¡that ¡across ¡generations, ¡we ¡share ¡similar ¡experiences ¡– ¡ that ¡feminism ¡continues ¡to ¡be ¡a ¡potent ¡force ¡for ¡change ¡among ¡young ¡women. ¡ ¡ ¡ Though ¡the ¡term ¡lacks ¡the ¡profile ¡of ¡the ¡Suffragettes, ¡or ¡Second ¡Wave ¡Women’s ¡Movement, ¡there ¡is ¡ growing ¡visibility ¡of ¡what ¡is ¡(unoriginally) ¡termed ¡‘Third ¡Wave’ ¡feminism. ¡ ¡ ¡ Now, ¡this ¡wouldn’t ¡be ¡feminism ¡if ¡it ¡were ¡not ¡a ¡contested ¡term-­‑ ¡however, ¡Gills ¡et ¡al. ¡in ¡their ¡paper ¡ Third ¡Wave ¡Feminism: ¡A ¡Critical ¡Analysis, ¡contextualise ¡this ¡beautifully: ¡ ¡ ‘To ¡speak ¡of ¡third ¡wave ¡feminism ¡[…] ¡is ¡to ¡name ¡a ¡moment ¡in ¡feminist ¡theory ¡and ¡practice ¡ […] ¡ a ¡ moment ¡ in ¡ feminism ¡ which ¡ is ¡ a ¡ consequence ¡ of ¡ a ¡ certain ¡ feminist ¡ history ¡ and ¡ has ¡ consequences ¡itself ¡as ¡a ¡moment ¡of ¡feminist ¡history ¡to ¡come’ ¡(p ¡2). ¡ ¡ She ¡goes ¡on: ¡‘never ¡mind ¡what ¡number ¡we ¡are ¡on, ¡we ¡need ¡to ¡be ¡making ¡waves’ ¡(p ¡12). ¡ ¡ Whatever ¡‘Third ¡Wave’ ¡feminism ¡might ¡mean ¡today ¡or ¡50 ¡years ¡from ¡now, ¡the ¡term ¡highlights ¡that ¡it ¡ is ¡redundant ¡to ¡speak ¡of ¡being ¡in ¡‘post-­‑feminist’ ¡world. ¡We ¡are ¡still ¡here, ¡and ¡we ¡are ¡still ¡intent ¡on ¡ ‘making ¡waves’. ¡ ¡ ¡ The ¡authors ¡also ¡highlight ¡the ¡importance ¡of ¡cross-­‑generational ¡relationships ¡to ¡feminists, ¡growing ¡up ¡ in ¡patriarchal ¡societies, ¡where ¡a ¡woman’s ¡relationship ¡to ¡power-­‑ ¡to ¡those ¡individuals ¡that ¡influence ¡ us, ¡are ¡less ¡easy ¡to ¡define ¡than ¡for ¡men. ¡This ¡leads ¡us ¡to ¡instinctively ¡reach ¡out, ¡to ¡locate ¡our ¡‘fore-­‑ mothers’. ¡ ¡ ¡ A ¡central ¡project ¡of ¡post-­‑modern ¡feminist ¡scholarship ¡sought ¡to ¡do ¡just ¡that. ¡ ¡To ¡revive ¡the ¡narratives ¡

• f ¡ our ¡ fore-­‑mothers ¡ from ¡ obscurity, ¡ that ¡ we ¡ might ¡ locate ¡ ourselves ¡ in ¡ the ¡ world, ¡ beyond ¡ the ¡

gendered ¡roles ¡that ¡we ¡are ¡ascribed. ¡ ¡ ¡ These ¡reflections ¡resonate ¡with ¡the ¡moment ¡in ¡which ¡feminist ¡activism ¡seems ¡to ¡be ¡positioned ¡today ¡ – ¡ and ¡ perhaps ¡ offers ¡ an ¡ insight ¡ into ¡ why ¡ we ¡ as ¡ young ¡ women ¡ have ¡ sought ¡ out ¡ one ¡ of ¡ the ¡ oldest ¡ international ¡women’s ¡organisations ¡in ¡the ¡world, ¡rather ¡than ¡carve ¡out ¡a ¡new ¡and ¡separate ¡space. ¡ ¡ As ¡young ¡Australian ¡women, ¡we ¡have ¡the ¡benefit ¡of ¡two ¡waves ¡of ¡feminism. ¡Our ¡lives ¡are ¡different, ¡ because ¡ of ¡ the ¡ tremendous ¡ work ¡ and ¡ sacrifice ¡ that ¡ came ¡ before ¡ us. ¡ There ¡ will ¡ be ¡ differences ¡ between ¡ us ¡ no ¡ doubt, ¡ but ¡ the ¡ influence ¡ of ¡ this ¡ difference ¡ (we ¡ believe) ¡ will ¡ be ¡ a ¡ positive ¡ one ¡ for ¡ WILPF ¡and ¡for ¡the ¡Women’s ¡Movement ¡more ¡broadly. ¡ ¡ ¡ American ¡feminist ¡Gloria ¡Steinem ¡reflecting ¡on ¡this ¡stated: ¡ ¡ ¡"We ¡have ¡to ¡realize ¡that ¡young ¡women's ¡activism ¡won't ¡look ¡exactly ¡like ¡ours ¡because ¡they've ¡had ¡ different ¡experiences ¡-­‑ ¡which ¡is ¡a ¡good ¡thing. ¡We ¡all ¡get ¡radicalized ¡by ¡what ¡affects ¡us." ¡ ¡ Who ¡are ¡Y-­‑WILPF ¡and ¡what ¡have ¡we ¡been ¡up ¡to? ¡ ¡ Our ¡Formation: ¡ In ¡2010, ¡Cara ¡and ¡Fi, ¡both ¡of ¡who ¡are ¡here ¡today ¡attended ¡a ¡conference ¡of ¡Young ¡WILPF ¡members ¡in ¡

¡ Timed ¡ around ¡ the ¡ 10th ¡ anniversary ¡ of ¡ the ¡ Security ¡ Council ¡ Resolution ¡ 1325, ¡ the ¡ conference ¡ was ¡ focused ¡on ¡the ¡future ¡of ¡advocacy ¡around ¡the ¡Women ¡Peace ¡and ¡Security ¡(WPS) ¡agenda. ¡ ¡ ¡ ¡

• ­‑To ¡ challenge ¡ prevailing ¡ notions ¡ of ¡ ‘security’ ¡ and ¡ government ¡ policies ¡ that ¡ counter ¡ the ¡ global ¡

transformation ¡we ¡must ¡move ¡towards ¡(such ¡as ¡US ¡military ¡and ¡private ¡intelligence ¡service ¡expansion ¡ in ¡Australia). ¡ ¡ ¡

• ­‑Developing ¡our ¡relationships ¡with ¡other ¡organisations ¡and ¡stakeholders ¡in ¡Australia ¡and ¡abroad, ¡with ¡

a ¡focus ¡on ¡our ¡sisters ¡in ¡the ¡Pacific. ¡ ¡ ¡

• ­‑But ¡perhaps ¡the ¡key ¡priority ¡-­‑is ¡to ¡gain ¡more ¡members! ¡

Both ¡WILPF ¡and ¡Y-­‑WILPF ¡can ¡have ¡an ¡important ¡role ¡to ¡play ¡in ¡this. ¡Being ¡only ¡Victorian ¡based ¡at ¡the ¡ moment, ¡we ¡have ¡great ¡scope ¡to ¡connect ¡with ¡many ¡more ¡young ¡women ¡– ¡and ¡indeed ¡young ¡women ¡

in ¡their ¡diversity. ¡ ¡ The ¡support ¡of ¡WILPFers ¡has ¡been ¡of ¡great ¡importance ¡to ¡Y-­‑WILPF ¡– ¡and ¡extending ¡this ¡support ¡to ¡ potential ¡new ¡members ¡can ¡be ¡a ¡simple, ¡but ¡powerful ¡tool. ¡ ¡ There ¡are ¡many, ¡many ¡young ¡women-­‑ ¡professional, ¡talented, ¡engaged ¡young ¡women, ¡we ¡just ¡need ¡to ¡ enroll ¡them! ¡ WILPF’s ¡ organisational ¡ structure ¡ (or ¡ lack ¡ there ¡ of) ¡ enables ¡ it ¡ to ¡ be ¡ a ¡ dynamic ¡ and ¡ responsive ¡

• rganisation. ¡In ¡this ¡way, ¡it ¡is ¡fair ¡to ¡say ¡that ¡we ¡will ¡continue ¡to ¡see ¡the ¡Y ¡evolve ¡within ¡WILPF ¡to ¡the ¡

mutual ¡benefit ¡of ¡all ¡members. ¡ ¡
