Penlink - Key Objectives
Penlink is effective in reducing traffic through the Silverdale Interchange – thereby freeing up transport capacity for housing development in Wainui, Silverdale West and approved development on the Whangaparoa peninsula.

Penlink Project Cost
The November 2013 business case for implementation of Penlink concluded the project:
- Achieved the strategic objectives of improved travel times, improved
network performance and the promotion of economic activity.
- Had a sound economic case with a benefit cost ratio (BCR) of 2.9, giving
it a Medium efficiency funding rating in terms of the NZTA funding profile at the time.
- The project was given an HMM profile in the LTP.
Total design and construction costs were estimated to be $282m plus contingency of $72m. Funding of the project through a tolling regime and private financing was
- considered. However funding constraints
consigned the project to the second decade in the LTP.
