Energy Star Award

3

  • Awarded by the U.S. Environmental

Protection Agency

  • Voluntary participation
  • Top 25% in U.S. regarding energy

performance

  • Recognizes Glens Falls energy

management strategy

NESHAP

  • National Emission Standards for Hazardous Air Pollutants
  • The most challenging rule facing the U.S. cement industry
  • Significantly lowers emissions limits of Hazardous Air

Pollutants (HAPs)

  • Final revised rule released: February 2013
  • Technical revisions to rule due: June/July 2015
  • Compliance deadline: September 9, 2015

– Title V Air Permit modification to include NESHAP will be published and open for comment this summer

NESHAP Limits

  • Plant is brownfield area source of Hazardous Air Pollutants (HAPs)
  • Required to meet existing source emissions standards
  • Exempt from compliance with HCl standard
  • EPA developed Portland Cement Maximum Achievable Control

Technology Standards (or MACT) based on level of emissions achieved by best-performing similar sources

5

Hazardous Air Pollutant PC MACT Standard Particulate Matter (PM) 0.07 lb/ton clinker Dioxins/Furans (D/F) 0.2 ng/dscm @ 7% O2 Mercury 55 lb/MM tons clinker Total Hydrocarbons (THC) 24 ppmvd @ 7% O2 (as propane) Hydrochloric Acid (HCl) 3 ppmvd @ 7% O2

Extensive Monitoring to Ensure Compliance

  • Also PM standard for outside clinker pile

– Requires work practices, control measures to minimize particulate emitted from clinker piles staged outside for > 3 days

NESHAP: What Changes?

  • Our plant already has low concentrations and emissions
  • For some HAPs, we do not need to change operations or

raw materials

  • Largest emissions decrease will result from particulate matter

and mercury

NESHAP: Particulate Matter

  • Electrostatic Precipitator (ESP)

– Structural and internal repairs – Revised controls

  • Clinker Cooler Baghouse and upstream equipment/ducting

– Revised Baghouse Controls – Replaced tubesheets and style of bag

  • Modified Gas Conditioning Tower Controls (in progress)

– Improved moisture control increases ESP performance

Latest round of stack testing indicates plant will comply with new NESHAP limits

– Continuous Parameter Monitoring Systems (CPMS) and annual stack tests to demonstrate compliance – 30 Day rolling average compliance criteria

NESHAP: Mercury

  • Shuttling system installed to remove kiln dust from Electrostatic

Precipitator and Gas Conditioning Tower

  • Normally re-used in kiln
  • Now transported to finish mills and incorporated into cement
  • Only needed when plant is combusting coal
  • Decreases amount of mercury re-volatilized in gaseous

emissions from kiln

  • Modified Gas Conditioning Tower Controls (in progress)

– Improved temperature control increases mercury capture

  • Mercury Sorbent Trap System installed on Kiln Electrostatic

Precipitator to monitor compliance

– 30 Day rolling average compliance criteria

Other Areas of Focus

  • Dioxins/Furans

– No change in limits and monitoring – We continue to be in compliance

  • Total Hydrocarbons (THC)

– Raw material monitoring and substitution used to comply with standard – Continuous Emissions Monitoring Systems installed on Kiln Electrostatic Precipitator to monitor compliance – Prior stack testing demonstrates plant will comply with revised standard

EIT Program (Engineers in Training)

  • Identify and nurture talent

– Develop ‘bench strength’ at the plant and within the Company

  • First program concludes in November

– John Aylward, Glens Falls EIT, returns to the plant – Spent 4 months each at Union Bridge, Evansville, Mason City and Mitchell plants

  • North Region undertaking second program in 2016
  • Canada and West Regions are evaluating program
