PLANNING PROCESS

Development Consent Order (DCO)

  • To get permission for the physical expansion of Heathrow we must apply for a development

consent order (DCO) under the Planning Act 2008.

  • The DCO will contain the majority of the consents and powers Heathrow needs to build and
  • perate the third runway.
  • DCO will be subject to independent examination by the Planning Inspectorate and the

Secretary of State for Transport will make the final decision Airspace Change Process

  • Building a new runway will also lead to changes to where and how planes fly in the future.

Changes to flight paths will be confirmed through a separate airspace change process which is determined by the Civil Aviation Authority (CAA ).

Across the two consultations, we will be asking for views on our plans to reduce noise impacts, design flight paths for the future, improve public transport links, invest in new green spaces and open up new investment in training and skills across the local area.

Unlike the approval to build the physical infrastructure for an expanded airport will be granted via the Development Consent Order (DCO). Changes to airspace are generally approved by the CAA, following their "Airspace Change Process" (ACP).

Early in the New Year, we will start our public consultations on expansion at Heathrow to inform the development of our development consent and third runway airspace change applications. There will be two consultations – one on the physical designs and mitigation, another on principles around designs for future airspace.
