Workforce Housing Need
- Workforce Housing- homes/apartments that are within the
financial means of the workforce, from the clerks and cashiers at grocery stores, to the retail workers, and office workers, first responders, teachers, etc.
- Home prices increased roughly 40% from 2012 to 2018, while
household income has only risen 7% from $40,813 in 2012 to $43,477 in fall of 2018. Data gathered from the U.S. Census Bureau's American Community Survey and the Shimberg

How is Workforce Housing Produced?
- The public sector is legally required to provide that housing is
available for current and anticipated population- Housing Element requirement- section 163.3177, F.S.
- But public sector does not build workforce housing - it uses its
land use and financing tools to ensure that the private sector will produce workforce housing.
- Primary tools are planning laws and financial subsidy, using
incentives and requirements.

Will the Market Produce Workforce Housing Without Assistance from Government?
- By definition, market rate housing is priced at whatever the
market will bear.
- The high cost of land and the costs of development must be
recouped, but house prices are not derived from the cost of development, but rather what buyers are willing to pay.
- Growing disparity in wealth leads to housing prices that vastly
- utpace workforce salaries.
- This is not just a Sarasota or Florida problem.

Program
- There are many options for employer-assisted housing such as
gap financing, payroll savings matches, and land donation
- City and/or County-run EAH program would provide law
enforcement, public safety workers, and other vital government employees the opportunity to live in the communities in which they serve
- The EAH program could be expanded to encourage private sector
employers to contribute to the housing trust fund with the proceeds used to assist employees to purchase homes
