Context

• The State has the primary responsibility to assist and

protect people affected by emergencies.

• The humanitarian community has an essential role to

engage to protect and assist people in need, in support

• f and in complement to the role of State.
• This Humanitarian Programme Cycle Module is

intended to guide this engagement.

The humanitarian programme cycle

• Is a coordinated series of actions undertaken to help

prepare for, manage and deliver the humanitarian response

• It consists of five elements coordinated in a seamless

manner

• is dependent on effective emergency preparedness,

effective coordination with national/local authorities and humanitarian actors, and information management.

What is the HPC?

• The HPC serves as a guide for all crises.
• It is designed to revitalize the way in which

humanitarian actors coordinate to meet the needs of people affected by disasters and conflict.

What’s new?

• 1. Prepare as much as possible before emergencies strike.
• 2. Plan based on evidence.
• 3. Set objectives early and ensure they drive the response.
• 4. Locate decision-making in the field, as close as possible to

the affected population.

• 5. Monitor the impact of humanitarian action and adjust

programmes in response.

Regional Meetings held between 2008 and 2012

• It is a living documents and is intended to be updated

annually, following the annual PHT meetings
