  • F. Gimigliano welcomed the participants and thanked them for joining. The meeting is held in

accordance with the statutes and policies and procedures of the ISPRM.

  • b. Approval of the Agenda

There were no comments on the modified agenda and it was approved.

  • c. Approval of the Minutes of the previous Assembly of Delegates

The minutes of the Berlin Germany, 2015 Assembly of Delegates were approved.

  • 2. Report from the President
  • b. Main Achievements
  • J. Li welcomed the participants to the last AoD of his term as a President and presented his

Presidential report. He outlined his appreciation to the LOC for organising such an interesting congress. He noted the main achievements of his term including:  Reform of the ISPRM committee structure to make it more efficient, including the merger of the Award & Nominations committees and Clinical Science & Research committees and creating a new committee the Council of Past Presidents to give Past Presidents the

  • pportunity to be actively involved in the society. He thanked all committees for their hard

work throughout the past two years.  Improving the governance of the President’s Cabinet to ensure the smooth running, including regular meetings of the President’s Cabinet to allow for group decisions.  Facilitation of PRM in developing countries through the organisation of the Summit for developing countries. It is part of the ISPRM mission to support developing countries. Conferences have been organised for the past two years with the aim of developing a platform for these countries to have access to knowledge.  ISPRM Ambassador Program  The implementation of CME certified training courses oriented with technology.  Further efforts to promote cooperation with other international healthcare stakeholders.  The launch of a new journal. The Editor in Chief has been appointed as Nachum Soroker and the first group of papers is now to be submitted for the first edition to be launched.  Increase of financial assets and ever improving financial status over the last 2 years.

  • J. Li ended by thanking J. Olver for his major contribution to ISPRM throughout his tenure as

treasurer for the past 6 years. He also gave his appreciation and thanked the ISPRM President’s Cabinet, Executive Committee and Assembly of Delegates.

  • 3. Report from the Secretary
  • a. Membership report
  • F. Gimigliano presented the membership report for 2016 showing 403 individual members and 53

national societies. The individual members that are part of those societies are 38’030 to date. She reminded that all members through their National Society are considered as individual members and invited the National Society’s representatives to encourage their members to register

  • n the website with the promotional code and renew their membership every year. It is important

to access the members’ only area on the website, as this is where all relevant and important information and communication (such as the information about the AoD) are shared. She outlined that a Twitter account and a Facebook page are also set up to communicate with members.

  • 4. Finance
  • a. Financial report
  • J. Olver shared the 2015 audit report conclusion that the statements and account are in good
  • standing. He explained the audit report is a review prepared according to the society’s status as a

NGO, it is described as a limited audit. There was discussion within the Audit and Finance committee to request a full audit in the coming year, including an audit of the management process

  • f Kenes. The quote of such service is to be provided by Kenes. The full audit might be delayed to

2017 dependent on the 2016 budget.

  • J. Olver presented the financial report for 2015 showing a total income of €120‘815, a total

expenditure of €99‘702 and an operating profit of €21‘113. He noted that the Berlin congress income of 30’000€ was received on 23 May 2016.

  • J. Olver reminded that as agreed by the PC, the Kenes executive’s services fee increased by

10’000€.

  • J. Olver outlined that the framework for decision making on funding requests form committees was

used for the first time by the CRDR committee to support the attendance of a colleague from Nepal to the AOSPRM congress. J. Olver noted that this process is working smoothly.

  • b. 2016 Budget
  • J. Olver presented the budget for 2016. He highlighted that there is confidence in reaching the

€85’000 for membership, however income from the 2016 congress is likely to be lower than budgeted, it is likely the target for this congress will not be reached and there will be little or no income to ISPRM.

  • J. Olver also highlighted donations and sponsorship, he outlined it was agreed within the Audit &

Finance Committee to put an amount to €40’000 to challenge the society. He mentioned that L. Gorringe and J. Lains are making efforts to bring in some sponsorship funds. Finally, it was noted that ISPRM has received €19’000 from previous Summits for Developing Countries in China. It was noted that 25’000 EUR is budgeted for committee funding. ISPRM also invested 34’000 EUR from the International Education Development Fund to develop a new education platform, which is part of the strategy to increase donations and sponsorship.

  • J. Olver concluded that the 2016 budget will result in an income of 17’000 EUR.
  • J. Olver then presented the draft budget for 2017, explaining that this will be the responsibility of

the next treasurer and this budget will need to be revised and accepted in December 2016 by the new President’s Cabinet. He expressed concern for the 2017 income, which is the reason this drafted budget is conservative. He added that it is difficult to get an accurate budget at this point, however, it currently shows an income of less than 1’000 EUR.

  • J. Olver finished by presenting the membership evolution over the years from 2006. He also showed

the increase in assets of 150’000 EUR between 2011 and 2016. Before presenting the voting of motions, J. Olver warmly thanked the Assembly of Delegates for their strong support during his years as Treasurer.

  • J. Olver proposed the following motions:
  • 1. To approve the 2015 financial documents and release the treasurer and the ISPRM Central Office

It was asked if Kenes had the expertise to provide service in sponsors and donations. L. Gorringe confirmed that Kenes has a long history in working with medical associations to generate funding and sponsorship. She also confirmed that Kenes will work hand in hand with the President’s cabinet to develop and present a relevant strategy.

Motion approved No dissention

  • K. Sunnerhagen enquired why the financial surplus is so important. J. Olver explained that ISPRM

had a deficit budget when he took over as a treasurer and that reserves can be consumed quickly when there is no income, thus the ideal is to have a buffer. He also noted that more money has been allocated to committees and educational projects over the past 2 years.

  • J. Lains explained that the AIM has not been working effectively since the structure of membership
  • changed. The conclusion has been reached that the structure of the AIM must change, although

ISPRM wishes to continue to have representation from individual members.

  • J. Lains explained that following discussions within the PC, EC and AIM, the AoD is now required to

vote the following motions to help ISPRM to develop a more convenient solution.

  • J. Melvin commenced by explaining that before voting the motions, it is necessary that the AoD

agrees to suspend the rules in order to be able to set up new rules going forward. He thus proposed a motion to suspend the rules in order to be able to confirm the future rules Motion Seconded Motion approved No dissention

  • b. Voting of motions
  • F. Gimigliano proposed the motion to extend the terms of AIM representatives until the next world

congress in 2017. Motion seconded by W. Frontera Motion approved No dissention

  • J. Melvin proposed the motion to approve all the proposed changes to the ISPRM Policies &

Procedures with the exception of the changes related to the Assembly of Individual Members. Amendments:  Adding maintaining close liaison with national societies as well as with international societies  Changing the time before the biennial elections that National Societies must confirm their representatives to the AOD to one week from six months  All other changes are non-substantive editorial revisions. Motion seconded by G. Francisco Motion approved No dissention

  • J. Melvin finally proposed the motion to pass the responsibility to develop a proposal on the

revision of structure of the AIM to the Council of Past Presidents. This proposal must be proposed 90 days in advance to the next assembly of delegates. Motion seconded by J. Lains Motion approved No dissention

  • 6. Elections and awards
  • a. Election and Voting Procedures: Secretary, Treasurer, Vice president
  • W. Frontera presented the first election reminding that according to the statutes the President

Elect becomes the President, and the Vice President becomes the President Elect. However, ISPRM must elect 3 new officers: Secretary, Treasurer, and Vice-President.

  • G. Stucki as Past President and acting chair of the Awards and Nominations Committee gave details
  • n the applications received:

 1 application for Secretary  1 application for the Treasurer  5 applications for Vice-President. The Nominations and Awards Committee gave their support to the application of F. Gimigliano to continue as Secretary, fully supported by the President’s Cabinet. For the position of Treasurer, the Awards and Nominations Committee welcomed the application of Sam Wu. For the position of Vice President, the Awards and Nominations Committee received 5 applications. There is a preference for the Vice President to follow the regional rotation of ISPRM and thus the next Vice President should be from the Asia-Oceania area, although this is not a rule of ISPRM. When this was outlined to the candidate not from this region, he decided to withdraw their

  • candidacy. The committee then selected their preferred candidate and informed the other

applicants who at this point retracted their candidacy when advised of the selection of the Awards and Nominations Committee. Thus, Prof. Leonard Li is the candidate for the position of Vice-

  • President. It was confirmed that L. Li will not serve for a second term as President of the World

Federation of Neuro Rehabilitation (WFNR) if he would be elected Vice-President of ISPRM. The voting took place, and ballots were collected.

  • b. Elections Executive Committee: Representatives of the National Societies (Europe-Eastern

Mediterranean-Africa; Asia-Oceania, Americas)

  • W. Frontera presented the election of the representatives of different sub-areas within ISPRM. No

eligible candidates were presented for the sub-areas Oceania and Africa. The voting took place, and ballots were collected for each sub-area: North America, Central America, South America, Central and East Asia, Southern and South East Asia, Europe, Eastern Mediterranean and Africa. No votes were collected for Oceania as no candidates were presented.

  • c. Approval of the Awards and Nominations Committee composition
  • G. Stucki presented the role of the Awards and Nominations Committee, which is to guide the

elections process. The new committee will be chaired by J. Li as immediate Past President and the committee proposed the following members would remain as part of the committee: Andrew Cole (Asia - Oceania) Eiichi Saitoh (Asia - Oceania) William Micheo (The Americas) Walter Frontera (The Americas) Rolf Frischknecht (Europe – African – Eastern Mediterranean area) The remaining position for the Europe, Africa, Eastern Mediterranean area was suggested to be filled by Catarina Aguiar Branco.

The results of the President’s Cabinet elections were announced by W. Frontera: 

 Sam Wu was elected treasurer  Leonard Li was elected vice-president The ISPRM President’s Cabinet now consists of the following six people: Jorge Lains – ISPRM President Walter Frontera – President Elect Leonard Li – Vice-president Jianan Li – Past President Sam Wu – Treasurer Francesca Gimigliano - Secretary The results of the National Society Representatives to the AoD were announced by W. Frontera:  Gerard Francisco was elected as representative for the sub-area: North America  Mariá Elena Herrera Dean was elected as representative for the sub-area: Central America  Hugo Nuñez Bernadet was elected as representative for the sub-area: South America  Anton Wicker was elected as representative for the sub-area: Europe  Gulseren Akyuz was elected as representative for the sub-area: Eastern Mediterranean  No candidate was elected as representative for the sub-area: Africa  Lidian Chen was elected representative for the sub-area: Central and East Asia  Taslim Uddin was elected representative for the sub-area: Southeast and East Asia  No candidate was elected representative for the sub-area: Oceania Handover from outgoing President Jianan Li to incoming President Jorge Lains

  • J. Lains congratulated and thanked J. Li for his outstanding contribution as President of ISPRM.

He continued to present his vision of the strategic priorities of ISPRM including:  Promoting the work and growth of ISPRM committees, their internal affairs and their paramount role in the ISPRM  Continuing the development of the National PRM Societies, especially in developing countries  The launch of the ISPRM e-Journal: the International Journal of PRM  The development of ISPRM recommendations on topics of Rehabilitation interest  Continuing the fundamental relation with WHO; developing a future formal relation with the UN and to develop and strengthen relations with major stakeholders and NGOs  Continuing the fundamental relations with other Regional PRM societies

Given that only one bid was received, no site selection report was presented.

The voting took place and ballots were collected.

  • J. Lains announced that the bid from AAP was accepted by the AoD.

  • C. Schiappacasse presented her report on the forthcoming ISPRM 2017 Congress in Buenos Aires,

Argentina.

  • F. Gimigliano informed that L. De Montmollin is leaving Kenes at the end of the congress, she and

the President’s Cabinet thanked her for her work for ISPRM. There was no other business, the meeting was closed and a photo session held.

 Election Procedure

Within the deadline of 31st December, 2015 the Nomination Committee received:

  • 1 application for the Secretary position by the current office holder eligible for a second term
  • 1 application for the position of Treasurer
  • 5 applications for the position of Vice President

Based on these applications, There was unanimous agreement among all members of the Nomination Committee responding that Francesca Gimigliano as Secretary and Sam Wu as treasurer should be nominated for their respective positions. With respect to the Vice President, all responding members of the Nomination Committee agreed that the nominee should come from the ISPRM Asian-Oceanian area. With regards to the remaining four applicants, all were seen as eligible. Those members

  • f the Committee who responded, ranked Leonard Li as preferred candidate for Vice
  • President. The other three applicants were informed about this decision and decided to

withdraw their application.
