Legislative Framework

 Two acts controlling radiation safety and establishing two

bodies in charge of regulatory functions,

 Regulation of Use of Ionizing Radiations Act 1971  Atomic Energy Act 1996

 These two acts are overlapping, and inconsistent with

current international standards and the Code of Conduct.

 Their provisions do not cover nuclear safety issues.  The Legislation Directorate of the Ministry of Justice

issued a legal decision that qualified the 1996 Act as the dominant act (over the 1971 Act).

 The committee has reviewed the country

Historical background for Regulatory Body

Sudan represented in Sudan Atomic Energy Commission (SAEC) was joined the IAEA in 1958.

According to the commission Act of 1996 , SAEC is the formal regulator in the country and represented in Radiation Protection Technical Committee (RPTC) (Board + Technical Office).

The regulatory body get separated from SAEC by ministerial decree in 2010 to become the Sudan Nuclear and Radiological Regulatory Authority(SNRRA).

Current Status Regulatory Competence

 SNRRA has professional staff members conducting technical

reviews in the several areas of radiation application

 For the nuclear safety matters, the regulatory body competence

development program is to reduce dependency with time on

  • utside organizations for review and assessment and to prepare the

RB staff for review and assessment of authorization submissions for all nuclear applications phases

Current Status

Regulatory Competence

 The State’s regulatory model currently relies more on the out

sources private technical support organizations (TSOs) for conducting review and assessment

 SNRRA has plans to develop expertise to make an independent

judgment on the work of the TSOs.

The Need for NPP

 Sudan is planning to embarking on nuclear

power program and building the 1st NPP by 2030.

 The government decided to establish research

reactor in supporting the safety and technical infrastructures and providing training facilities for human resources development in nuclear sciences and engineering.

The Need for NPP

 The need for electricity in Sudan is increasing rapidly for

agriculture, industrial and domestic sectors.

 Previous study, conducted with IAEA support assess the

demand for energy and electricity in Sudan and concluded that considering the first nuclear power plant in Sudan is justifiable.

 IAEA and the Government of Sudan have jointly started

Project SUD/0/011 to support Sudan to determine the

  • ptimal energy generation mix, including nuclear power

for electricity generation.

Status and Prospects of a nuclear power programme in Sudan

Ministry of Water Resources and Electricity(WRE); Directorate of Nuclear power is the governmental department responsible for the nuclear energy introduction to the electrical grid.

Feasibility Study for the nuclear program has been carried out by

  • verseas consultancy firm in co-operation with a national team.

The main outcome of the Feasibility Study is that introduction of nuclear power plant in Sudan electricity production and respectively construction of the first NPP in the country is feasible and possible. However it should be noted that introduction of nuclear power within Sudan energy production sector will require substantial efforts to address key issues relevant to the implementation of nuclear program in the country.

 Site Survey/selection was Carried out by a Consultant

firm and WRE team.

 Nine potential sites were identified based on the IAEA

Standards.

 Human Resource Development Master Plan was

reviewed recently by IAEA mission in Feb2014.
