FTA regional staff who work directly with tribes need advanced understanding of tribal sovereignty, federal trust responsibility, and culturally-sensitive communication. FTA Headquarters could implement monthly G2G peer-to- peer learning sessions for Tribal Liaisons in 2020. Tribes could advise FTA on curriculum and serve as special guests at sessions. NEED: IDEA: NEED: IDEA: FTA program managers and leadership need understanding of key concepts in tribal sovereignty and federal trust responsibilities.
