  7. The Congestion Mitigation and Air Quality (CMAQ) grant is a federally funded program for surface transportation projects and other related efforts that contribute air quality improvements and provide congestion relief.

  8. The improvements include: installing fiber optic communication cables, interconnecting existing signal controllers, installing non-intrusive system detectors, replacing signal control equipment and cabinets, and retiming of existing signals.
