Statement of the PAP on the Misuse of Psychological Assessments in the Current Electoral Campaign
The Psychological Association of the Philippines (PAP) considers some issues that arose in the current electoral campaign as a slight to psychology as a discipline and profession. In particular, media practitioners presented to the public a psychological assessment report which was written for a specific purpose, and is completely irrelevant to the present electoral campaign.

Moreover, the media presented lacking and inaccurate statements about the nature of psychological functioning and the practice of psychological
- assessment. The media’s questionable intentions for
doing so mar the efforts of Filipino psychologists in promoting the mental health profession and in furthering the public’s understanding of psychology and psychological well-being.
Policy Statement of the Psychological Association of the Philippines (PAP) on the Importance of Expertise in Providing Specific Psychological Services
The PAP wishes to remind its members and inform the public that being a registered psychologist does not presume expertise in all areas of psychological
- services. One's services and practice must only focus
- n the areas where that professional has adequate
training and experience. Rendering services where
- ne has little education and training is a clear violation
- f the code of ethics of psychologists.
POSITION PAPER OF THE PAP ON HOUSE BILL 002 or the “Minimum Age of Criminal Responsibility Act”
House Bill 002 seeks to lower the minimum age of criminal responsibility from fifteen (15) years old to nine (9) years old, provided that criminal liability attaches when the minor "is determined to have acted with discernment”.
- We in the Psychological Association of the
Philippines (PAP) are against this amendment and take the stand that the minimum age of criminal responsibility should NOT be lowered to 9 years old.

We call for the strengthening of the juvenile justice system through the strict implementation
- f existing laws that prosecute adults who coerce
children to engage in criminal behavior and protect and rehabilitate children in conflict with the law (CICL) through restorative means.
A Statement by the PAP on the Death Penalty
The Psychological Association of the Philippines (PAP) articulates its position on capital punishment from the point of view of evidence-based social science, psychology in particular, as well as of ethics. We are convinced that the Philippines has made great strides in humanitarian development by abolishing the death
- penalty. We are not in favor of reinstituting it in our
penal system. Capital punishment does not deliver on its hopes for better justice, closure for all parties concerned, and better crime prevention.
A Statement by the PAP on the Death Penalty
(cont) It does not give full cognizance of the implications of its irreversible effect, the reality of the limits and inevitable class discrimination of the judicial process, and the misconception of closure and justice itself. The PAP advocates for the much better alternative of informed and rehabilitative justice, where both
- ffender and offended get the best chance for a more
positive process of closure and redemption.
