Background:
Resolution A/RES/70/74 adopted by the General Assembly on 7 December 2015
the decision of the Seventh Review Conference on the establishment of a database to facilitate requests for and offers of exchange of assistance and cooperation,
…the establishment of a sponsorship programme in order to support and increase the participation of developing States parties in the meetings…. and calls upon States parties in a position to do so to offer voluntary contributions for the programme. The Sixth and Seventh Review Conferences:
- urged all States Parties possessing advanced biotechnology:
to adopt positive measures to promote technology transfer and international cooperation on an equal and non-discriminatory basis,

particularly with countries less advanced in this field, ensuring that the promulgation of science and technology is fully consistent with the peaceful object and purpose of the Convention. The Seventh Review Conference:
- agreed on the value of targeting and mobilizing resources, including
financial resources, to facilitate the fullest possible exchange of equipment, material and scientific and technological information to help overcome challenges to disease surveillance, detection, diagnosis and containment...
- .. noted the value of national implementation measures, as appropriate, in
accordance with the constitutional process of each State Party, to… implement voluntary management standards on biosafety and biosecurity
- …encouraged States Parties to provide at least biannually appropriate information
- n how they implement Article X of the Convention

So, if we are agreed with the background and we are ready to meet the call from the VII Review Conference and the General Assembly Resolution A/RES/70/74 WHAT DO WE NEED ?

- Infectious diseases knows no borders and have no boundaries, most of
them start or expand in developing countries but also affect citizens all around the world that are visiting or working there and with a great potential to reach industrialized countries in a globalized world.
- There are many lesson learned in the last decades on this issue, the most
recent but certainly not the last is EVD (Ebola Virus Disease)
- There is a demand of States party and relevant Organizations on this issue,
like WHO, OIE, Doctors without borders.
- Many healthcare workers have died or infected helping people during
- utbreaks without the appropriate PPE and other resources in general, and
it’s a matter of ethic and commitment to avoid this.

- Many people died because of the lack of an appropriate Health System.
- The calls and wording agreed upon in the Review Conferences and the
Resolution adopted by the General Assembly on 7 December 2015 are quite clear
- It’s a sensitive issue for the Group of NAM countries and Others States
which are the vast majority in this Convention.
- It’s a matter of stability, national and International security
- The need of balance……and so on…

Work together to meet the call from the VII Review Conference
- f the BTWC and the General Assembly Resolution
A/RES/70/74 in line with Article X, to continue establishing and/or improving national and regional capacities to study, detect, diagnose and combat infectious diseases as well as
- ther possible biological threats and integrate these efforts
into national and/or regional emergency and disaster management plans.

Proposal for inclusion in the final document of the Eighth Review Conference: Recognizing the importance of strengthening the effectiveness and improving the implementation of the Convention by promoting International cooperation for peaceful purposes Recalling that a proposal for a plan of action on implementation of article X was submitted by the States Parties of the NAM and other States during the Sixth Review Conference. Decides to adopt positive measures and mechanism during and after the Eighth Review Conference.

Recognizing the importance of Article X and in connection with Article VII:
- I. States parties able to do so, and upon request of the
interested parties may implement, among others, the following measures, as a contribution especially to developing countries: a) To help create an appropriate national system of health that can respond effectively to infectious disease outbreaks; b) Capacity-building, for detecting, reporting, and responding to
- utbreaks of infectious disease or biological weapons attacks,
including in the areas of preparedness, response, crisis management and mitigation c) To transfer technologies, equipments and diagnostic tools to help improve national capacities for diagnosis, research and response to infectious disease outbreaks, including means of protection; Proposals:

Proposals: Recognizing the importance of Article X and in connection with Article VII: d) To promote the academic and scientific exchange between experts related to biosafety and biosecurity, through the national authorities, to improve their qualification and training in the state of the art of on this matter. e) Implement voluntary biorisk management standards, as tools to deal with biosafety and biosecurity issues. f) Mobilize resources, including financial resources, through bilateral, multilateral and a voluntary fund to respond the ongoing efforts and the additional measures and mechanism agreed.

Proposals: Recognizing the importance of Article X and in connection with Article VII:
- II. Improving the existing measures:
g) To enhance and improve the existing sponsorship program, with more contributory states parties and additional efforts. h) To improve the existing database in order to reach the objectives
(¨ The objective of a "database system" has not yet been reached … a more structured approach to identifying needs and providing assistance as found in similar mechanisms…¨ ISU Report 2012-2016). i) To stress in provide, at least biannually, national reports on Article
X implementation.

Proposals: Recognizing the importance of Article X and in connection with Article VII and III:
- III. Additional measures:
- 1. A mechanism that allows the solution of disputes when
restrictions or denials regarding Article X have occurred.
- 2. Establishing a Non-Proliferation Export Control Regime Under the
Framework of the Convention BWC/MSP/2015/WP.8
There is serious imbalance between non-proliferation on biological field and bio- technology international cooperation which is related to the lack of an implementation mechanism and appropriate oversight for the achievement of goals on non-proliferation and international cooperation for the Convention.

Proposals: Recognizing the importance of Article X and in connection with Article VII and III:
- III. Additional measures:
- 3. Incorporate those Proposals into the cooperation and assistance
agenda for the 8th Review Conference and establish an open-ended working group to discuss establishment, implementation and coordination of the regime or adding those issues to a broader Protocol taking into account other articles of the BTWC.
