What ¡Happened? ¡ O Based ¡on ¡new ¡standards ¡– ¡PA ¡ Core; ¡ O Many ¡concepts ¡and ¡items ¡have ¡ been ¡pushed ¡into ¡lower ¡grades; ¡ O Based ¡on ¡newly ¡set ¡cut ¡scores; ¡

O Cut ¡scores ¡are ¡the ¡cut-­‑offs ¡for ¡ “advanced,” ¡“proficient,” ¡“basic,” ¡ “below ¡basic.” ¡ ¡ O This ¡test ¡marks ¡the ¡first ¡time ¡that ¡ every ¡question ¡on ¡the ¡test ¡aligns ¡ with ¡the ¡PA ¡Core ¡(similar ¡but ¡not ¡ identical ¡to ¡the ¡Common ¡Core.) ¡

O PDE ¡attributes ¡the ¡declines ¡to ¡the ¡increased ¡ rigor ¡of ¡the ¡standardized ¡tests. ¡ ¡ O PA ¡Board ¡of ¡Ed ¡voted ¡two ¡weeks ¡ago ¡to ¡ readjust ¡its ¡expectations ¡for ¡the ¡cut ¡scores. ¡ ¡ O With ¡the ¡changes, ¡the ¡state ¡has ¡made ¡it ¡ substantially ¡more ¡difficult ¡ for ¡students ¡ to ¡earn ¡a ¡proficient ¡or ¡advanced ¡score. ¡
