What direction does the Official Community Plan (OCP) provide?

OCP Section 2.2 Community Survey

Are secondary suites an acceptable form of infill housing?

slide-8
SLIDE 8

There appears to be strong interest in setting expectations for new housing:

  • design that “fits in”
  • quality architecture for

all forms of development

  • an expectation that

new design should be done “well” including design details, setbacks, landscaping, etc.

OCP Section 4.3 Housing

Key Messages:

  • housing options to

reflect changing needs

  • f community members

throughout their lives

  • retaining

neighbourhood character

  • attracting more people

and more diversity

  • lowering average

housing costs

“Oak Bay has a need for affordable and inclusive housing… However, the availability of safe, affordable and inclusive housing is low and trending lower.” “…residents fear an inevitable need to move elsewhere because there are no housing

  • ptions that will be

suitable for them in their later years in Oak Bay. These residents indicated that they no longer wish to live in large, family-sized houses as they age for a variety of reasons.”

slide-10
SLIDE 10

OCP Section 4.3 Housing A desire for aging in place in single level homes with private gardens was expressed.

“Residents indicated that they would ideally want smaller, one-level houses

  • n a lot with a small

private garden. These are rare in Oak Bay, and one-level houses at the upper size range are not possible under current zoning regulations.”

slide-11
SLIDE 11

Consider different forms of infill housing in areas designated as Established Neighbourhoods on Schedule B, including subdivision

  • f larger lots, duplexes, triplexes,

laneway houses, and garden suites. Prior to considering infill housing, the District will need to develop criteria and guidelines with which to review proposals and evaluate their contextual fit, in consultation with the public.

SLIDE 12

What are the potential benefits of infill housing?

Infill housing provides opportunities for:

  • aging in place
  • more affordable housing
  • more housing choices appealing to a broader

demographic

  • a more sustainable community
  • more walkable neighbourhoods
  • regulating unofficial development
  • heritage retention
  • increasing housing choice while maintaining

neighbourhood character

slide-13
SLIDE 13
  • aggressive densification
  • transforming the neighbourhood character
  • reducing property values

Infill housing is not a strategy for:

slide-14
SLIDE 14

What is infill housing

?

slide-15
SLIDE 15

Infill housing typically means adding new small scale houses to existing residential neighbourhoods.

slide-16
SLIDE 16

It “fills in” under used spaces.

slide-17
SLIDE 17

Laneway or backyard cottages are popular examples of this:

slide-18
SLIDE 18

an existing garage is replaced with a small home combined with new parking space. If there is no lane, cottages are built in the back yard possibly accessed by a driveway from the street.

“Oak Bay has about 300 duplexes in established neighbourhoods. Prior to the 1960s, duplexes were allowed on large lots. A number of applications have been received from owners wanting to rezone…but this has not happened due to the lack of a duplex zone. The fact is that duplexes have co- existed with detached houses in many parts of the community for decades. The OCP community survey suggests that they are among the more acceptable forms of multi- unit housing in established neighbourhoods.”

What does the OCP say about duplexes?

slide-31
SLIDE 31

To be successful, infill housing needs to maintain the neighbourhood character and patterns such as:

single family homes

OCP indicates there is less support for triplexes in single family neighbourhoods. Are there scenarios where triplexes can benefit Oak Bay?

Should we consider integrating detached cottages into single family neighbourhoods? Could some form of triplex benefit Oak Bay?

Our team has been retained to work with the community to evaluate infill housing forms and develop criteria and guidelines for those with the best “fit” in Oak Bay.

A charrette is being scheduled for this fall to provide an

residents to explore if and how infill housing could benefit Oak Bay.
