?
Infill housing typically means adding new small scale houses to existing residential neighbourhoods.
It “fills in” under used spaces.
Laneway or backyard cottages are popular examples of this:
an existing garage is replaced with a small home combined with new parking space. If there is no lane, cottages are built in the back yard possibly accessed by a driveway from the street.

“Oak Bay has about 300 duplexes in established neighbourhoods. Prior to the 1960s, duplexes were allowed on large lots. A number of applications have been received from owners wanting to rezone…but this has not happened due to the lack of a duplex zone. The fact is that duplexes have co- existed with detached houses in many parts of the community for decades. The OCP community survey suggests that they are among the more acceptable forms of multi- unit housing in established neighbourhoods.”
