VDOE Guidance
Governor Northam’s Phase Guidance for Virginia Schools was accompanied by comprehensive guidance from the Virginia Department of Education, Recovery, Redesign, Restart 2020.

A Scalable Plan
As rapidly as data, trends and guidance change, staff recommend a plan that is scalable:
- 100% - All students regular schedule
- 50% - 2 days a week
- 25% - 1 day per week
- 0% - Remote Learning for all students
- Families may elect: 100% Online Remote Learning

Considerations for Opening School
- Health and safety are top priorities.
- We believe that instructional goals are best achieved by maximizing in-person
learning.
- We understand the need to provide social emotional supports for students
and families.
- We must meet unique needs of vulnerable populations.
- We understand the need to practice daily safety measures to keep students
and staff safe.
- We understand that childcare is a concern for many families and staff
members.
- School start and end times may change depending on the number of students
who request bus transportation.

Students with Disabilities and English Learners
All K-12, Students with Disabilities (SWD), and English Learner (EL) students will be given the opportunity to attend 4 days per week.
- Face-to-face instruction and Virtual instruction will be offered Monday, Tuesday, Thursday, and
Friday.
- Schedule will be determined by the Individualized Education Program (IEP) team with parent
consent.
- English Learners K-12 will receive direct language instruction from EL specialists according to
their individualized EL plans. In addition, accommodations and classroom differentiation, based on proficiency levels, will be provided by classroom teachers in all classes.

Preschool
- Preschool and Early Childhood Special Education students will attend 5 days
a week.
- Students will attend on a staggered basis for the first week.
- The school day will be 5 ½ hours to allow for cleaning as well as collaborative
planning between classroom teachers and instructional paraprofessionals.

Physical Distancing
”New Classrooms”
Use all areas of the building to develop learning areas. Each area will have furniture and learning materials.
Classes in 2 groups
Group A will meet with the teacher and Group B will meet with the Instructional
- Paraprofessional. Each day the
groups will rotate.
Children
There will be no more than 8 children in a group. This allows children to spread out. The children will stay in the classrooms for all learning activities.
Teacher
All faculty members will wear masks and keep the kids at a safe distance. Children will be provided masks for activities that require a closer contact.

- Six weeks into the first quarter, the Superintendent will make a
recommendation to the School Board with respect to face-to-face instruction beginning second quarter
- Decision to start face-to-face instruction second quarter will depend on the
spread of COVID-19 and the phase the state of Virginia is in at that time.

Parent Choice after First Quarter Reassessment
- For the Second Quarter, parents will have a choice of TWO programs:

- For the Second Quarter, parents who wish for their students to participate in
face-to-face instruction should register for the face-to-face program. They will be placed in classes with their assigned teachers.
- When parents select the program for their student (100% virtual or
Face-to-Face), their selection cannot be changed until the end of the first semester.

High School Hybrid Learning Plan
- One-half of students attend school two days a week

Student Registration Process for Learning Programs

- A Registration School Reopening Form will be sent to parents which
will allow them to select how they want their child/children to attend school.
- Completing the form for every school age student in the household allows staff to
plan for instruction, transportation, and meals for every child.
- As of Monday, July 27, 2020, parents can access the form on the DPS webpage
and forms will be mailed from each school with a return stamped envelope. Deadline for completion of forms is Friday, August 7, 2020

Health Safety in the Schools
- Physical Distancing is the primary constraint limiting the number of students
- n buses and in buildings at one time.
- Face coverings, health screenings, frequent handwashing and physical
distancing are required mitigation strategies.
- Face coverings must be worn by all students and staff. This includes on
Danville Public School buses.
- Visitors in the building will be by exception. There will be few instances that
visitors are allowed in the building. Most contact will take place by phone or
- Zoom. Staff will meet visitor at door to help with needs. Appointments or
calls ahead to the school are strongly encouraged. Visitors must wear a mask while at the door of the school talking to staff.

Maintenance & Operations
School Reopening Plans:
- Installation of automatic systems where applicable (paper towels,
automatic flushers, hand sanitizer and soap dispensers, etc.)
- Installation of plexiglass in main areas as needed
- Water fountains will be disabled; bottled water will be provided
- Daily cleaning of high-touch areas (door knobs, railings, desks,
counters, etc.)
- Custodial teams (2 school teams) will work according to a deep
cleaning schedule

Maintenance & Operations
Summer Work:
- Custodians were trained in CDC cleaning guidelines and provided with CDC
recommended cleaning products
- All schools were cleaned and sanitized after the March 2020 closure
- Daily cleaning schedules consist of cleaning bathrooms, doors, handles,
desks, light switches, etc.
- Cleaning will be increased and schedules adjusted based on any increase in
building occupants
- All staff must wear masks when in any DPS facility (gloves when appropriate)

Child Nutrition
- Meals (breakfast, lunch, and dinner) will be served in
the school and the community.

Transportation
- All Drivers will be trained on VDOE guidelines, PPE, and social distancing.
- All buses will undergo cleaning and sanitizing on a daily basis with weekly deep
cleaning.
- Drivers will be issued face shields, masks, gloves, disinfectant wipes, aprons and
towels to utilize.
- Signed documentation forms will be required to monitor bus cleaning.
- Weather permitting, buses will have all windows down. In inclement weather, the
front left window and rear right window will be down to provide cross-ventilation.
- Bus routes will be established according to the revised school schedules and be
linked with others schools, wherever possible, in order to keep students living in the same household on the same day schedule.

Guidelines for Employees Returning to Work for the 2020-2021 School Year

Considerations for Returning to Work
- The health and safety of Danville Public Schools’ (DPS) employees is of the
utmost importance to us as we continue planning for the reopening of school for the 2020-2021 school year.
- DPS continues to monitor the evolving understanding of COVID-19 by health
and medical experts and will adapt its policies and procedures, as appropriate, as new information becomes available.
- We have taken and will continue to take steps to minimize potential risks in
the workplace associated with the COVID-19 pandemic. To this end, we have developed guidelines for employees to return to work safely in our schools and buildings.

Guidelines Regarding Visitors
- Effective, Monday, July 27, 2020, the Danville Public Schools’ central office,
schools, and other buildings will be open to the public by appointment only. In collaboration with building-level administrators, staff at each school, office, or building will develop their own appointment schedules.
- Upon arrival for their appointments, all visitors must complete a DPS Visitor
Attestation of Health form and have their temperature taken upon entering DPS schools, offices, or buildings. Visitors who have scheduled meetings at DPS schools or buildings must be escorted to and from the meeting location, and they must leave the premises immediately after their business has concluded.

Guidelines Regarding Employees
- Employees are expected to continue fulfilling their work obligations under their
respective contracts or notification of employment memoranda for the 2020-2021 school year.
- Effective July 27, 2020, all employees working in 12-month contracted positions
must complete a DPS Employee Attestation of Health form AND the Employee Agreement for Self-Screening of COVID-19 Symptoms. These forms must be completed and submitted to the building-level administrator. At the central office, these forms must be submitted to Billy Chaney, Director of School Safety and Security.

Guidelines Regarding Employees, cont.
- When employees working in 10- and 11-month contracted positions return to work,
they will be expected to complete the same documents as 12-month employees.
- Employees must monitor symptoms before reporting work. Employees who have a
temperature of 100.4 degrees or above must STAY AT HOME.
- Temperatures of all employees will be taken with a non-contact thermometer upon
entering their workplace. If employees visit other schools or offices in the District, their temperature will be taken upon entry to the building. Employees visiting the central office and other schools and buildings for meetings must be escorted to and from the meeting location, and they must leave the premises immediately after their business has concluded.

Guidelines Regarding Employees, cont.
- Employees must enter the central office, schools, and other buildings through one (1)
entry point. At the central office, all employees must enter through the Main Street entrance only (i.e., reception desk) to have their temperature taken. Schools and other locations will use appropriate signage to designate the entry point and temperature-taking station at their respective locations.
- Employees are expected to practice social and physical distancing by ensuring six (6)
feet of separation between co-workers and between members of the public and minimize face-to-face contact when possible.
- Employees are expected to wash hands often and use hand-sanitizer stations
frequently.

- Masks are expected to be worn for all face-to-face contact and in all common
areas of the central office, schools, and other buildings, (e.g., in lobbies, hallways, break rooms, etc.). Masks and other Personal Protective Equipment (PPE) will be provided by DPS.
- For employees who have an office, masks are not required to be worn if you are in
your own office and the door is closed; however, if you leave your office, a mask is expected to be worn.
- Employees are to refrain from handshaking or elbow or fist bumping with
coworkers and visitors.

If an Employee Develops Symptoms
- An employee who develops symptoms associated with COVID-19, who tests
positive for COVID-19, or who has been exposed to someone who is known to be positive for COVID-19 within the past 14 days, must timely report these facts to his/her supervisor and not come to work until authorized to do so.
- “To be exposed” refers to any person who lives in the same household with the
employee or anyone else with whom the employee has had close contact within six feet for at least 15 minutes during the 48 hours before the onset of the symptoms of the infected person.

Steps Employee Should Take if they Become Sick
- If employees begin to feel ill with COVID-19 related symptoms while working, they
must notify administration, immediately leave the workplace, and seek medical help (i.e., teachers contact principals, custodians contact the Director of Maintenance and Operations, cafeteria workers contact the Director of Child Nutrition, etc.).
- Employees who are ill and seeking a diagnosis through testing should self-isolate
at home and follow the advice of their medical practitioner regarding self-care, when to seek emergency care, and when to return to work.
- As soon as practicable, employees who have been diagnosed with the virus
should contact Jillian Levinson, Human Resources Compliance Specialist, to review leave options and discuss required paperwork, doctor’s notes, returning to work, etc.

Steps Employee Should Take if they Become Sick, cont.
- If employees have been exposed to a person who has been diagnosed with or is
exhibiting symptoms of COVID-19, they must notify their administrator, leave the workplace, stay home for 14 days after your last contact with the infected person, and contact Jillian Levinson, Human Resources Compliance Specialist, to review leave options.
- As soon as possible, administrators should contact Billy Chaney, Director of
School Safety and Security, for all matters dealing with employees testing position
- r who become ill at work. Mr. Chaney will contact the Virginia Department of
Health to discuss next steps for contact tracing and other protocols.

Returning to Work Following COVID-19 Illness
If employees think or know they had COVID-19, and they had symptoms, they can be with others after:
- At least 10 days since symptoms first appeared and
- At least 24 hours with no fever without fever-reducing medication and
- Symptoms have improved
Depending on the healthcare provider’s advice and availability of testing, you might get tested to see if you still have COVID-19. If you will be tested, you can be around others when you have no fever, respiratory symptoms have improved, and you receive two negative test results in a row, at least 24 hours apart. Employees cannot return to work without providing medical documentation.
