First Tier: - It includes the supervision of works by the field Engineers up to the level of Zonal Chief Engineers. Second Tier: - The function of 2nd tier independent Quality Management is to improve the quality and effectiveness of the Quality enforcement process. The Govt. has appointed 14 No. State Quality Monitors. 3 are Chief Engineers(Retd) and 11 are Superintending Engineers (Retd). Third tier: - National Rural Infrastructure Development Agency (NRIDA) has further appointed National Quality Monitors for ensuring the Quality Assurance in PMGSY works.

  • The CPWD Works Manual 2019 aims to achieve Customer Satisfaction

  • The Horticulture Unit of HPPWD should be evolved into a large wing in

execution of all kinds of horticulture & Landscape works. The major functions of the wing are as follows:

In Sub-divisional level Assistant Engineer is overall in charge

the management and execution of works with in his sub

  • Division. His main functions are summarized below: -
  • To arrange and supervise the actual execution of all works

in the sub division in accordance with sanctioned estimates, specifications and drawings. In case of original works he should invariably check all Nissans himself and see that they have been correctly given in accordance with sanctioned plans. He is to check the foundations of all important bridges and buildings and ensure that they are sound and to record the measurements in the measurement book. and roads and keep them in a proper state of repairs by timely action and wise utilization of govt. funds, with the sanction of the competent authority.

  • To take measurement of works and to check measure

works, measured by his Junior Engineers according to the provision made in measurement books. Such measurement i.e. those required by the subordinates should however be test checked to the extent of at least 50% (judged by their money value) by the Assistant Engineer himself in each case, and he will be responsible for the correctness of the bill

their subordinates thoroughly understand and strictly adhere to the details of the estimates for work of which they are engaged.   • Agenda Item 1.
  • 43 Works and 57 works Graded as Unsatisfactory by NQMs and SQMs in

2019-20 and 8 works Graded as Unsatisfactory were discussed with action taken at Zonal levels till date.

  • Special emphasis was made on NQM Unsatisfactory Grading in 2019-

20.The Districts with Unsatisfactory grading in more than 5 works are Hamirpur(6), Kangra(8), Bilaspur(10),Mandi(7).

  • CEs were directed to get the Grade improvement done to Satisfactory

level with at least 6 inspections in each Zone in July,2020 with active participation by SE/EE and contractor and remaining in August,2020.

  • It was reiterated that in case of no improvement, matter be asked from SE

with reasons for no action and responsibility be fixed for lapse on the part

  • f officer or contractor.
  • It was assured by all CEs that data gap in U grading as per discussions will

be corrected and all out efforts will be made to reduce number of Unsatisfactory grading works by July and August 2020.

  • Agenda Item 2.
  • HP Cabinet has approved to adopt CPWD Manuals in Cabinet meeting held on 10-

07-2020.

  • CPWD works manual 2019, SOP to work manual 2019 and CPWD Maintenence

Manual is to be implemented by HPPWD w.e.f 1st October,2020 as per Pr.Secy(PW) to the Govt. of HP letter No. PBW(B)A(3)1/2020 dated 22-07-2020.

  • The Standard Schedule of Rates(SoRs) for building works shall be revised by

HPPWD on the pattern of Delhi Schedule of Rates(CPWD) by adopting in toto except labour rates which shall be applied as notified by the Government of Himachal Pradesh.

  • In the meantime of implementation of CPWD Works Manual w.e.f. 1st

October,2020 in HPPWD, the officer/officials of HPPWD will examine and study the new procedure as per CPWD to be adopted and clarification/additional provisions specific to HPPWD works/State required, shall be referred to the Administrative department with justificaton for suitable modification and will get the approval from the competant Authority/Minister-in-charge.

  • Agenda Item 3.
  • Training of AEs at Nirman Bhawan shimla, JEs at Zonal Level was to be

started from July,2020 as was agreed by all CEs .

  • Regular weekly One day Training for AEs under Shimla Zone at Nirman

Bhawan has been started.Till date Shimla and Solan circle AEs have been imparted training and Remaining trainings will be done in July,2020.

  • It was assured by all CEs that training for JEs at Zonal level will be started

in July,2020.

  • Organizational Structure at Zonal level will be 1.Executive

Engineer(Training) 2. Assistant Engineer(Training) 3.Junior Engineer (Training) which will be decided by CEs at Zonal Level from among the staff available with them.In the beginning all Newly appointed JEs and JEs with Unsatisfactory Gradings by NQM/SQM be called for this 1 day Training at Zonal level with FN session for Quality related matters and AN session for all other important issues in Roads, Buildings and Bridges.

  • All Chief Engineers and Superintending Engineers were to

undertake inspection of 1 building,1 bridge and 2 roads in their jurisdiction every month

  • All Chief Engineers and Superintending Engineers were again

requested to undertake inspection of 1 building,1 bridge and 2 roads in their jurisdiction every month and send report to EinC and EinC(Project) for appraisal to Govt of HP from time to time by Pr. Secy(PW).

  • List of works inspected with inspection note and proposed List of

works for August ,2020 inspection be submitted by CEs to EinC and EinC(Project)

  • Same monthly inspection procedure is be followed by SEs for

information of CEs and by EEs for information of SEs.

  • All CEs were directed to ensure that field lab in all cases is updated

within 15 days and also to ensure that no payment is made unless properly equipped and functional QC lab is established by the contractor and test results are found successful.

  • A DO letter dated 14-07-2020 from Additional Secreatry &

DG(NRIDA) a/w enclosures about lab details was sent to all CEs vide e mail dated July 18,2020 at 10:13 AM (Copy again enclosed) and in VC its contents especially para 2 and 7 a,b,c,d,e,f were again shared with CEs for strict compliance by SEs and EEs.
