• Authorize TxDOT to issue a request for qualifications (RFQ) to design,

construct and maintain the Southeast Connector Project, consisting of non-tolled improvements along I-20 from Forest Hill Drive to Park Springs Boulevard, I-820 from I-20 to Brentwood Stair Road and US 287 from Bishop Street to Sublett Road in Tarrant County.

Purpose

• Two of the 100 most congested roadways in

Texas (#s 44 and 81) connect to the project corridor

• Project limits: I-20 from Forest Hill Drive to

Park Springs Boulevard; I-820 from I-20 to Brentwood Stair Road; US 287 from Bishop Street to Sublett Road

• Project purpose:

– Operational efficiency. – Long term congestion management. – Safety and mobility improvements.

• Texas Clear Lanes project with an estimated design-build cost of $1.59B
• Total length of 16.6 miles comprised of three roadways: I-20, I-820 and US 287
• Project scope for I-20 from Forest Hill Drive to Park Springs Boulevard:

– Construction of one additional general purpose lane (GPL), plus four-lane collector distributors, in each direction. – Reconstruction and realignment of existing GPLs, frontage roads, on- and off-ramps and an interchange.
