  • 1. Nepal Biodiversity Strategy (NBS), 2002
  • 2. Nepal Biodiversity Strategy and

Implementation Plan (NBSIP), 2006- 2010

  • 3. Fifth National Report to CBD (2014)

  • Has made the provision of formation of “Environmental Friendly

Local Governance Committees” at different levels

1.1 Central Direction Committee

  • Vice-chairman, National Planning Commission (NPC) is the Chair
  • Relevant ministries, Municipality/Village Development Committee (VDC)

association and Federation of Nepalese Chamber of Commerce and Industries (FNCCI) serve as the Members The committee provides direction and is the central coordinating body for sub national implementation

  • Relevant ministries, Universities, Alternative Energy Promotion Centre, NGO

1.3 District Coordination Committee

  • Chair, District Development Committee (DDC) is the Chair
  • Heads of major relevant district level government offices, Mayors of

municipalities, Federation of Nepalese Chamber of Commerce and industries (FNCCI), District level NGOs serve as the Members Responsibilities:

  • District level coordination and monitoring
  • To work as the guiding body for planning and implementation of district level

development activities ensuring the conservation of biodiversity and environment

  • Implement the decisions of central implementation coordination committee and

report to the committee

1.4 Metropolitan/Sub metropolitan/Municipality Coordination Committee

  • Mayor, Metropolitan/Sub metropolitan/Municipality is the Chair
  • Executive Director of the municipality, Relevant government offices, Municipal

FNCCI, NGOs serve as the Members Responsibilities:

  • Municipal level coordination and monitoring of biodiversity related programs,

projects and activities

  • To work as the guiding body for planning and implementation of municipal level

development activities ensuring the conservation of biodiversity and environment

  • Implementing the decisions of District level committee and reporting to the

district level committee once every six months

1.5 Village coordination committee

  • Chair, Village Development Committee (VDC) is the Chair
  • Relevant government offices, Schools, Sectoral user committees, NGOs,

Cooperatives serve as the Members Responsibilities:

  • Village level coordination and monitoring of biodiversity related programs
  • To work as the guiding body for planning and implementation village level

development activities ensuring the conservation of biodiversity and environment

  • Implementing the decisions of District level committee and reporting to the

district level committee once every six month

  • 2. District Forestry Sector Coordination Committee Formation

and Operation Guideline, 2005

  • Has made the provision of formation of District Forestry Sector Coordination

Committee (DFSCC) in all districts (Maximum of 27 members in each)

  • Chair, District Development Committee is the Chair
  • Relevant government offices, I/NGO, entrepreneurs, community members serve

as the Members Responsibilities:

  • Inter sectoral coordination and resolution of conflict arising from the probable

impact of developmental projects on forest and biodiversity

  • Prioritize forestry and biodiversity development activities
  • Monitoring of community/leasehold/collaborative forest user groups

  • 3. District Wildlife Crime Control Bureau

Formed in line with Wildlife Crime Control Central Coordination Committee (Chaired by Minister, Ministry of Forests and Soil Conservation) Bureau Structure:

  • Chief Warden or District Forest Officer - Chair
  • Officer representative from relevant government offices, District Attorney

General office, Police and Armed Police Force serve as the Members Formed in 14 districts out of 75 Responsibilities:

  • District and inter-district coordination for wildlife crime control
  • Formulation and implementation of district wildlife crime control plan/strategy
  • Documentation, reporting and sharing of wildlife crime related information

  • LBSAP should carry 2 broad functions:
  • ensure the translation of strategies and actions of NBSAP into local level
  • ensure local biodiversity conservation and local communities benefits
