What is the Levy vy? • Budget November 2015 / Enterprise Bill • 0.5% of Employer Paybill (<£3m) • Levy can be used to fund apprenticeship training and assessment (not salary costs). ( This can be for both existing employees as well as new starters) • Target of 2.3% apprentices in the workforce by 2020 in the public sector
How will it work? • Levy taken by HMRC via PAYE monthly • Digital Apprenticeship Service Account (DAS) per employer • £15,000 allowance off-set against levy liability • 10% top up by government each month • 24 months to use levy • National Register of Providers
How will it work? • Can be used for existing staff not just new apprentices • Funding limits will apply (yet to be published) • First funding available mid-May 2017
How does the levy vy affect schools? Local Authority’s Levy includes : • Community Schools • Voluntary Controlled Schools Above schools must make provision for the levy costs in the same way as other payroll costs- no top slicing
How does the levy vy affect schools? Local Authority’s Levy excludes : • Foundation & Voluntary Aided Schools • Stand alone Academies • Academies as part of Multi Academy Trusts (schools independently eligible for their own levy may access HR Matching service)
Schools not eligible for the Levy… • Pay 10% of the cost of apprenticeship training and assessment • The government pays the remaining 90% These include : • Employers with pay bill of less than £3m • Schools that have used all their funds in their digital account
