- The Online CapDev Market System (OCDMS) is a
- ne stop shop website for:
Local Resource Institutes (LRIs)/CapDev Service
Providers – showcasing their capacity development interventions/services for LGUs. This is the SUPPLY side
LGUs – avails of the capacity development
interventions/services that are offered by LRIs/institutions for their capdev requirements. This is the DEMAND side of the system.
SLIDE 3 FEATURES
- The main feature of the OCDMS is the matching
mechanism that takes place in the system. The system initially matches the needs of the LGU with the available program interventions offered in the system
- Matches program offerings from LRIs/CapDev service
providers with LGUs needs
- LGUs shall have the option to choose training programs
from the list of capdev service providers that are available in the system
SLIDE 4 WHY THE NEED FOR THE OCDMS?
- 43,743 LGUs and their local government officials shall benefit
from the use of the system
- Many institutions and agencies are providing capacity
development services can access the CapDev needs and offer their programs to LGUs
- Some topics are covered/duplicated
- The system covers areas on local governance
- Need to maximize – financial & human
- Make LGUs more accountable to their capacity development
- Provide mechanism to access into capacity development
supply and demand
SLIDE 5 KEY PLAYERS & THEIR ROLES
The key players are the following:
LGA – as Database manager, Database administrator DILG thru the LGRRC – provide technical assistance to the
LGUs in crafting their CapDev Agenda, monitor LGUs with CDA entered into the OCDMS
Provincial Office thru the Program Managers – encourages
the LGUs to populate the OCDMS, provide technical assistance to LGUs when necessary, monitor LGUs in the Province that entered their CDA into the system
LGUs – prepare CDA, enters CDA into the system, select
capdev providers from a list for the capdev needs
LRI/CapDev Service Providers – Posts capdev interventions
to be offered to the LGUs online and views capdev needs of the LGUs and offers services
SLIDE 6 DATA ENTRY PROCEDURE
- The LGU Accomplishes the CDA
through the MLGOO/CLGOO using the required template. (AUTHOR) STEP 1 STEP 1
- The LGU then encodes/enters the
CDA into the system (EDITOR/PUBLISHER). STEP 2 STEP 2
