The Public Policy Institute for Wales:

  • Works directly with Ministers to identify their evidence needs, make links

between the Welsh Government’s in-house research, and commission external analysis and advice from authoritative independent experts;

  • Assists researchers to increase the impact of their work by developing

stronger links with the Welsh Government; and

  • Facilitates cross-jurisdictional learning between Wales and the rest of the UK

How we work How we work

The Institute works in two main modes:

  • bespoke analysis and advice commissioned by individual Ministers; and
  • longer-term research on strategic cross-cutting challenges that face the

Welsh Government as a whole as well as policy makers in other parts of the UK.

  • Leadership demonstrates prioritisation and importance of the

issue.

  • Key messages need to be fed down from the top and understood

throughout the organisation.

  • Needs to be common understanding of goals and aims and how

they will be achieved.

  • Everyone knowing their role in achieving the goals.

  • Poverty is a Cross Cutting issue.
  • Requires a coordinated response across portfolios with everyone

knowing their roles and what others are doing.

  • Each portfolio should have specific aims and targets with officers and

members accountable for achieving those targets.

  • Poverty is inextricably linked to economic policy. A anti poverty

policy in isolation is practically useless.

  • Economic policy provides the drivers for poverty reduction.
  • Potential to use commissioning and procurement for poverty

reduction

External Stakeholder Involvement External Stakeholder Involvement

  • Solutions to Poverty cannot be imposed from above. We do not

have all the answers!!!!

  • Requires bottom up engagement from those experiencing

poverty to find out what their issues are.

  • People in poverty are not a homogenous group.
  • Effective continuous engagement will help with buy in, and

should be an ongoing process which informs strategies and plans as situations change.

Monitoring and Evaluation Monitoring and Evaluation

  • Clear aims and goals also require clear measures of success

which need to be monitored regularly.

  • Projects and programmes need to have evaluation built in from

the outset as this can impact the design of a programme.

  • Sometimes more can be learnt from a projects that fails than a

successful project but only when evaluated properly.

Institutions and Systems Institutions and Systems

  • It is not effective for existing systems or institutions to ‘bend’ to

accommodate poverty reduction.

  • If there needs to be institutional or systematic redesign then that

should be part of the strategy.

  • Dedicated teams or resources are required and just adding

responsibilities to peoples day jobs does not work.

Originality Originality

  • Strategies which were least successful were those which just

accumulated existing strategies and fit them under the poverty heading.

  • Anti poverty strategies need to be original.
