 Two lanes of traffic open at all times on US 101 (except for certain nighttime activities)  Do not close consecutive on-ramps/off-ramps  Construction contract to include financial incentives to expedite temporary ramp closures  Maintain access to residential and business areas during construction  Maintain access for bikes and pedestrians as feasible
