Introduction

  • eHealth - improved and maintainable healthcare system
  • eTP - shares medicines information accurately and securely
  • 2013-14 FY - 209.8 million prescriptions (i.e. +6.3% )
  • eTP - streamlines prescription process (i.e. prescriber D dispenser)
  • 209.8 million prescriptions = AUD 31.4m. Country/Rural area?

What is needed? A fully electronic, mobile and paperless paradigm

Significance

  • Industry driven increasingly by cost constraints
  • Comply with current legislative requirements/framework
  • Additional features such as script expiration reminder and drug

allergy alerts etc.

Technical requirements

  • Generated, stored and transferred in fully electronic form

– i.e. no handwritten signature. (Poisons Regulation 1965, WA)

  • Security of data while at rest

– i.e. within PES or any stable storage requires at least 128 bit encryption for DAK and its derived cipher key. (ATS 4888.2)

  • Details of DAK. (ATS 4888.6)

  • AS 4700.3 (2014) Implementation of Health Level Seven (HL7) Version 2.5 - Electronic

messages for exchange of information on medicines prescription

Conclusion

While awaiting legislative changes for eTP, the proposed model

  • can be implemented within the existing legislative framework.
  • reduces complexity and removes the need for ongoing major

supporting infrastructure with its associated cost.

  • Assures users that their sensitive medication data is not available

to third parties.

  • is very efficient and does not require internet connectivity for

basic functionalities.

  • will work just as effectively in remote locations with poor or

non-existent connectivity.
