WHAT IS THE SRF LOAN PROGRAM?

Provides low-interest loans (currently 2.0%) for planning, designing, and constructing eligible wastewater projects. Administered by EGLE Revolving Loan Section. To qualify, the City must:

  • Must prepare and submit an EGLE approvable Project

Plan

  • Provide a Public Hearing and Comment Opportunity

for the Plan

  • Pass a Council Resolution adopting the Plan

Final EGLE approval and City acceptance of the loan is decided later in the SRF Loan Program.

  • The Wastewater Treatment Plant (WWTP) is the City of

Cheboygan’s municipal wastewater treatment facility. – The WWTP provides treatment to all commercial and domestic (residential) wastewater. – Wastewater from homes and businesses is pumped from to the WWTP from the City of Cheboygan and Inverness Township. – treats it in accordance with its NPDES permit with subsequent discharge to the Cheboygan River.

  • The plant was originally constructed in 1946.
  • The plant was modified and/or expanded in 1975 & 1998.

WWTP UPGRADES PROJECT INTRODUCTION AND NEED

  • The WWTP Upgrades – Need for Project

– NPDES Permit Compliance

Weak organic concentration of incoming sewage causes the WWTP to not meet 85% removal of organic load.

– Aging Infrastructure

Plant facilities suffer from equipment breakdowns that are due to age and condition.

– Inefficient Solids Disposal System

Unreliable system results in large buildup of solids at the plant.

  • No Action Alternative

– Not considered a favorable option – No Action will result in:

  • Continued degradation of existing facilities
  • Increasing difficulty in meeting discharge permit
  • Risk of surface water quality issues
  • More costly intervention in the future
  • Compromise safety of workers and plant operators

– Feasible, and considered the Preferred Alternative – Perform various improvements at existing wastewater treatment plant

  • Most construction activities located at existing facilities of the

WWTP, except for the oxidation tank which will be a new facility just outside of existing WWTP grounds.

  • Rehabilitation of existing WWTP will provide:

– More Efficient Use of Energy and Capacity

Resizing and reconfiguring existing facilities (which require replacement) will reduce energy waste and operating expenses.

– NPDES Compliance

Rehabilitation and improvement projects will give the WWTP reliable infrastructure to meet the discharge limits and protect the water quality of the nearby river and lake.

– Replacement of Degraded Existing Facilities

Replacing failing equipment will provide more reliable operation, reduce maintenance/operating costs, and prevent treatment plant process failures.
