CLI CLICK TO TO EDIT EDIT MAST MASTER TITLE TITLE ST STYL YLE

  • RES Proposal Details
  • RES assumes all risk in meeting USACE performance criteria for 20 years
  • 100% performance bond during construction w/ decreasing penal sum

through maintenance and monitoring period

  • Proposal only included Riverby and Upstream mitigation areas
  • Price proposed for these two areas = $126,238,121
  • Addressing the Additional Acreage Requirements
  • Identified discrepancy of 500 acres available at Riverby Ranch
  • Concurrent w/ FSP procurement, FNI and NTMWD staff developed a

proposal to address the shortage

  • Meeting with the USACE on June 25, 2018 was very positive
  • Requires a formal transmittal of the plan on letter after jurisdictional determination

is complete

  • Tentative USACE meeting scheduled on August 6th
  • RES was asked for a proposal to include these properties
  • Asked for a proposal after RES was identified as the best-value proposer

  • There are options to address additional acreage
  • Option 1 – Plan presented to USACE on 6/25 (No new property

acquisition required)

  • RES price to mitigate = $9,759,869
  • Properties are smaller and dispersed resulting in much higher costs
  • Ad

Memo – Not-to-exceed amount

  • f

$135,997,990 ($126,238,121 + $9,759,869)

  • Option 2 – RES-proposed option (Requires property acquisition by

RES)

  • Combination of property adjacent to Riverby RES has under option contract and

NTMWD-owned property (one tract)

  • RES price to mitigate = $9,305,866 (includes property cost)
  • Cost to mitigate is less since it’s mostly adjacent to Riverby Ranch
  • Total cost of $135,543,987 ($126,238,121 + $9,305,866)
  • Project team continues to negotiate with RES and coordination efforts

with the USACE

  • Potential amendment to be presented to the Board for approval in August

BEAR CREEK SUD PROPERTY REQUEST

  • April 2018 Bear Creek SUD (BCSUD) inquired about NTMWD vacant

land adjacent to their pump station to build additional ground storage tanks

  • NTMWD Board authorized purchase of 5.68 acre tract in June 1989 for

$35k for the purpose of establishing a pump station to support Farmersville treated water line.

  • The NTMWD never built nor requires a pump station at this site. There

are no other foreseeable plans to use this property

  • BCSUD is a governmental entity, allowing NTMWD to enter into an ILA
  • Appraisal of the property would be conducted prior to sale
  • Recommending the Board to declare property excess and initiate Inter-

Local Agreement (ILA) with BCSUD

TEXOMA SURGE MIXING AND BLENDING IMPROVEMENTS

Background

 Raw water from Lake Texoma and Lake Lavon is blended in mixing boxes ahead of each Water Treatment Plant (WTP)  Mixed water then passes through storage tanks and sent through pipeline system to each individual WTP  Portions of the system are taken out of service for maintenance and

  • perating activities

 Raw water becomes stagnant, causing problems with floc formation and sedimentation, turbidity, and difficulty in maintaining disinfection residual  This project will evaluate and address anaerobic water issues

  • ccurring within the raw water facilities at the Wylie WTP

FLUORIDATION North Texas Municipal Water District History

  • October, 1980 - NTMWD hosted a Fluoridation Seminar conducted by

the Texas Department of Health.

  • North Texas Municipal Water District was urged by several cities to

proceed with fluoridation of the drinking water. (In 1980 the Cities of Garland, Plano, and Mesquite were providing fluoride locally. )

  • In March 1981, the NTMWD Board of Directors approved a program for

the installation of fluoridation facilities. Black & Veatch, Inc. was asked to prepare plans and specifications for fluoride facilities.

  • On May 1, 1982 the NTMWD began fluoridating the water with

hydrofluosilicic acid (HSF).

slide-59
SLIDE 59

FLUORIDATION NTMWD Treatment Process

  • Naturally occurring fluoride concentration in NTMWD water supplies is

approximately 0.30 mg/L.

  • HSF added to produce a concentration of approximate 0.70 mg/L per

the U.S. Department of Health and Human Services recommendation.

  • Drinking water additives must meet National Sanitation

Foundation/American National Standards Institute (NSF/ANSI) 60 standard to become certified.

  • The company submits an application and provides product formulation,

toxicology and product use information.

  • The NSF toxicology department reviews formulations.
  • NSF inspectors perform a plant audit, sample collection and independent

testing.

  • NSF completes a final toxicology evaluation.
slide-60
SLIDE 60

FLUORIDATION State of the Industry

Percentage of U.S. population receiving fluoridated water 66.2% Percentage of U.S. population served by community water systems that adjust fluoride 95.1% (this is 95.1% of the 66.2% statistic above) Percentage of Texas population served by community water systems that receive fluoridated water 80.4%

There are 5975 Public Water Systems in Texas. Approximately 44% of the systems (2614 public water systems) add fluoride. Fluoride concentrations for utilities that add fluoride are:

  • Average: 0.67 mg/L
  • Median: 0.85 mg/L
  • Mode: 0.70 mg/L
