Precedence

Legal arguments in favor

  • f allowing funding for

churches

http://www.communitypr eservation.org/churches

This is the conclusion set forth in a 2003 memo written by M. Edward Whelan III of the Justice Department’s Office of Legal Counsel, which

  • pined that a federal

grant to Boston’s Old North Church did not violate the Establishment Clause.

Other CPC funded church projects

http://www.communitypr eservation.org/enews/Ch urch_Projects.htm

>3 dozen religious institution projects have been funded with CPA historic preservation funds across MA

projects ranging from small, discreet repairs to complete rehabilitations.

In case there is some concern about finding projects owned by a church:

Bylaw Changes: Codifying re-alignment

 Removes references to all committees from the Bylaws,

except M&O, Nominating, Stewardship. This gives us flexibility to adjust committees as needed without the need to amend the Bylaws.

 Eliminates Coordinating Council. This frees up valuable time

for committee chairs.

 Makes all references to Personnel Sub-Committee consistent

(some sections of the Bylaw refer to the Personnel “Committee”).

slide-23
SLIDE 23

Bylaw Changes: Church Council Makeup

 Senior Minister becomes a non-voting ex-officio member  Personnel Sub-Committee no longer a separate seat on

the Council (represented by the Trustee seat)

 M & O Committee seat added to Council  Moderator can be elected up to 3 consecutive 1-year

terms

slide-24
SLIDE 24

Bylaw Changes: Flexibility for the Future

 Requires minimum 9 Deacons  Requires minimum 9 Trustees  Removes reference to Assistant Clerk, Collector,

and Co‐ordinator of Children’s Christian Education (CCE)

Position is important to grow the

We’d like to fill the position, but we can’t

see a way to sustain it

Office and Deacons are taking on some

tasks, but they are having difficulty doing them all

We expect that it will not be funded in

Trustees asked Personnel Committee to

recommend how to make additional cuts if needed.

  • >$15k would come from employee benefits
  • The next $2k+ would come from stipends
  • Any additional cuts would cut

programs/personnel

What about 2016? First let me tell you a story

 Around the time of the civil

war, a lot was happening in Acton center.

 Davis monument erected  Town Hall built  Fletcher boot factory built  Monument Hotel built  ACC (and houses) built

 The entire village is part of

the national historic record.

 Our 3 buildings are called

  • ut:

 Abner Hosmer House  John Fletcher House  Evangelical Church

Our Church was an important part in History

slide-38
SLIDE 38

 The first reverend of this church (Swift) blessed the

Acton Minutemen before their march to Concord.

 Rev Woodbury petitioned the State for money to erect

the Davis Monument

 The Bell in our tower called the Davis Guard at 2AM to

go to Washington to protect the White House at the start of the Civil War.

 Most the names prominent in Acton’s history were

members of the Acton center church

 Davis, Falkner, Conant, Hayward, Hapgood, Hosmer,

Tuttle, Parker - and Ministers: Swift, Woodbury, Wood

History

slide-39
SLIDE 39

We are just passing through

 Our buildings have been

designated as important parts of history

 They need attention, and

we need to maintain them, but we should get help.

 CPC Funds

 Historic Preservation  Affordable housing?*

 Other historic grants  Affordable Housing funds

to rehab houses.

We are proud to be a part of history. We need to carry on the legacy of stewardship. Maybe other families in town would like to be a part of it as well.
