• Huge ¡tract ¡of ¡productive ¡agricultural ¡land ¡(600+ ¡acres) ¡ ¡

directly ¡east ¡of ¡the ¡site ¡ ¡

• Receive ¡300,000 ¡– ¡450,000 ¡tonnes/year ¡of ¡waste ¡ ¡

• These ¡projects ¡intend ¡to ¡handle ¡the ¡same ¡waste ¡stream ¡and ¡volumes ¡as ¡the ¡

• Ours ¡is ¡just ¡one ¡of ¡too ¡many ¡similar ¡stories ¡across ¡Ontario: ¡

• they ¡have ¡a ¡lot ¡of ¡$$$ ¡to ¡hire ¡lobbyists ¡and ¡PR ¡experts ¡

• A ¡major ¡part ¡of ¡proposing ¡a ¡new ¡waste ¡disposal ¡project ¡

is ¡the ¡Environmental ¡Assessment ¡(EA) ¡administered ¡by ¡ the ¡Ministry ¡of ¡the ¡Environment ¡(MOE) ¡

• It ¡would ¡seem ¡a ¡lengthy, ¡rigorous ¡process, ¡holding ¡the ¡

project ¡to ¡the ¡highest ¡design ¡standards ¡imaginable ¡ (at ¡least ¡that's ¡what ¡we're ¡told!) ¡

• BUT, ¡if ¡the ¡measure ¡is ¡the ¡performance ¡of ¡Ontario's ¡ ¡

approved ¡landfills, ¡then ¡the ¡effectiveness ¡of ¡Ontario's ¡ EA ¡process ¡is ¡nothing ¡to ¡be ¡proud ¡of! ¡

Landfills ¡are ¡toxic! ¡They ¡leach! ¡

• Ontario's ¡landfills ¡leak. ¡They ¡burp. ¡They ¡burn. ¡ ¡

They ¡rise ¡from ¡the ¡piles ¡of ¡soil ¡designed ¡to ¡keep ¡ them ¡put! ¡

• Landfills ¡which ¡were ¡designed ¡to ¡satisfy ¡the ¡EA ¡

process ¡(and ¡then ¡operated ¡under ¡MOE ¡ ¡

• versight) ¡are ¡leaking! ¡
• A ¡successful ¡EA ¡does ¡not ¡ensure ¡that ¡a ¡landfill ¡will ¡

¡contain ¡the ¡nasty ¡substances ¡within ¡it! ¡

• And, ¡when ¡it ¡fails, ¡it ¡will ¡very ¡likely ¡be ¡given ¡

permission ¡to ¡expand, ¡without ¡being ¡forced ¡to ¡ ¡ remedy ¡the ¡contamination ¡it ¡is ¡causing! ¡

• In ¡fact, ¡it ¡might ¡expand ¡BECAUSE ¡it ¡has ¡leaked ¡ ¡
• nto ¡adjacent ¡land ¡(built-­‑in ¡to ¡Ontario ¡law!) ¡
• MOE ¡seems ¡deeply ¡unconcerned ¡-­‑ ¡they ¡continue ¡

to ¡approve ¡EAs ¡for ¡landfill ¡expansions! ¡

Why ¡are ¡dumps ¡proposed ¡in ¡places ¡that ¡have ¡plenty ¡already? ¡

• The ¡problem ¡of ¡Ontario ¡landfills ¡failing ¡to ¡contain ¡toxic ¡seepage ¡is ¡magnified ¡by ¡the ¡fact ¡we ¡have ¡so ¡

many ¡of ¡them ¡

• In ¡some ¡parts ¡of ¡the ¡province, ¡there ¡is ¡a ¡proliferation ¡of ¡festering ¡closed ¡landfills, ¡but ¡in ¡the ¡East ¡

particularly, ¡we ¡are ¡plagued ¡by ¡malfunctioning ¡ones, ¡with ¡more ¡proposed ¡all ¡the ¡time. ¡Most ¡of ¡ these ¡are ¡not ¡municipal ¡facilities ¡-­‑ ¡they ¡are ¡private. ¡

• In ¡Ottawa ¡today ¡the ¡Ottawa ¡Region ¡is ¡home ¡to ¡6 ¡LARGE ¡landfills ¡

• Ottawa ¡area ¡disposes ¡of ¡~ ¡577,000 ¡tonnes ¡of ¡IC&I ¡waste ¡annually ¡
• Existing ¡approved ¡disposal ¡capacity ¡for ¡817,750 ¡tonnes ¡annually ¡
• new ¡Taggart ¡Miller ¡and ¡other ¡proposed ¡landfill ¡expansions ¡ ¡

would ¡push ¡that ¡to ¡~ ¡1.8 ¡million ¡tonnes ¡annually ¡if ¡approved ¡

• Clearly ¡NO ¡new ¡landfills ¡should ¡be ¡established ¡

à ¡Ottawa ¡has ¡more ¡than ¡enough ¡disposal ¡capacity ¡using ¡ ¡ ¡ ¡ ¡ ¡ ¡ ¡existing ¡sites ¡

• if ¡we ¡allow ¡this ¡new ¡landfill ¡to ¡go ¡in, ¡we ¡will ¡have ¡excess ¡landfill ¡ ¡

capacity ¡in ¡the ¡Region ¡which ¡will ¡drive ¡down ¡dumping ¡fees ¡and ¡ discourage ¡recycling ¡(it ¡will ¡be ¡easier ¡and ¡cheaper ¡to ¡dump)! ¡ ¡ ➛ ¡More ¡emphasis ¡should ¡be ¡placed ¡on ¡recycling ¡and ¡diversion ¡(instead ¡of ¡building ¡increased ¡ dump ¡capacity) ¡! ¡ ¡

• We ¡cannot ¡let ¡Ontario ¡go ¡to ¡waste ¡!! ¡

• This ¡is ¡a ¡costly ¡legacy ¡that ¡remains ¡for ¡years ¡to ¡come! ¡

the ¡process ¡half ¡way ¡through ¡and ¡got ¡away ¡with ¡it! ¡

Greed ¡vs ¡Need ¡

Why ¡is ¡the ¡IC&I ¡diversion ¡rate ¡(13%) ¡so ¡bad ¡compared ¡to ¡the ¡ success ¡municipali:es ¡have ¡with ¡recycling ¡(50%) ¡

• Tax-­‑supported ¡diversion ¡activities ¡are ¡financially ¡possible ¡in ¡municipalities ¡
• Municipal ¡leaders ¡are ¡accountable ¡to ¡the ¡public ¡who ¡generally ¡want ¡responsible ¡

waste ¡management ¡and ¡as ¡little ¡landfilling ¡as ¡possible ¡

• Diversion ¡efforts ¡– ¡all ¡of ¡them ¡– ¡are ¡WAY ¡more ¡expensive ¡than ¡burying ¡trash ¡
• Private ¡companies ¡have ¡no ¡incentive ¡to ¡do ¡anything ¡but ¡the ¡least ¡expensive ¡option ¡

= ¡landfill ¡

• By ¡law, ¡IC&I ¡waste ¡is ¡in ¡the ¡hands ¡of ¡private ¡waste ¡companies ¡like ¡Taggart/Miller ¡– ¡

municipalities ¡can’t ¡even ¡offer ¡use ¡of ¡their ¡diversion ¡facilities ¡for ¡IC&I ¡ (i.e., ¡Orgaworld ¡in ¡Ottawa) ¡

• No ¡one ¡really ¡holds ¡these ¡companies ¡accountable ¡when ¡they ¡

pollute ¡the ¡water, ¡the ¡air, ¡deny ¡the ¡public ¡vital ¡information, ¡ ¡ put ¡forward ¡inaccurate ¡spin, ¡ignore ¡public ¡concern ¡– ¡their ¡ ¡ ultra-­‑lucrative ¡projects ¡roll ¡forward ¡unhindered ¡ ¡

So ¡what ¡can ¡be ¡done? ¡

• Municipalities ¡should ¡have ¡authority ¡over ¡the ¡ENTIRE ¡waste ¡stream, ¡removing ¡the ¡

IC&I ¡designation ¡entirely, ¡as ¡was ¡the ¡case ¡prior ¡to ¡1994. ¡The ¡reason? ¡Municipalities ¡have ¡ proven ¡for ¡years ¡that ¡they ¡handle ¡waste ¡more ¡responsibly ¡than ¡the ¡private ¡sector, ¡and ¡ that ¡is ¡in ¡our ¡collective ¡best ¡interest ¡as ¡a ¡society. ¡ ¡

• If ¡garbage ¡were ¡less ¡toxic, ¡it ¡would ¡cause ¡less ¡trouble. ¡Plastics ¡are ¡probably ¡the ¡biggest ¡

concern, ¡and ¡chemicals ¡in ¡common ¡items. ¡We ¡should ¡advocate ¡for ¡the ¡removal ¡of ¡certain ¡ substances ¡from ¡the ¡products ¡in ¡our ¡lives ¡– ¡this ¡is ¡a ¡government ¡task ¡

• In ¡Ontario, ¡we ¡(including ¡our ¡offices ¡and ¡businesses ¡etc) ¡produce ¡a ¡disproportionately ¡

high ¡amount ¡of ¡trash. ¡Diversion ¡efforts ¡aside, ¡we ¡need ¡to ¡get ¡raw ¡numbers ¡down ¡– ¡this ¡is ¡ a ¡social ¡task ¡

• Businesses ¡need ¡to ¡separate ¡their ¡waste ¡just ¡like ¡households ¡do, ¡so ¡it ¡is ¡easier ¡to ¡recycle ¡
• Municipalities ¡need ¡to ¡be ¡able ¡to ¡offer ¡diversion ¡services ¡to ¡IC&I ¡sector ¡entities ¡– ¡after ¡all, ¡

they ¡are ¡paying ¡tax ¡anyway ¡so ¡they ¡should ¡get ¡access ¡to ¡the ¡service ¡

• Municipalities ¡end ¡up ¡bearing ¡the ¡consequences ¡of ¡ALL ¡waste ¡! ¡

(and ¡we ¡pay ¡for ¡it ¡as ¡taxpayers) ¡
