We want to identify our “hazards of concern” that we will carry through the planning process.

Our effort should be proportional to the risk the hazards pose.

We are limiting this plan to natural hazards.

  • County conducted a Hazards-New York (HAZNY) analysis in November,
  • 2004. We will go through this exercise today.

amounting to 25% of it’s value in a 100-year flood: ($102 Million * 15%)/100 years = $255,000/year

Developing Mitigation Strategies

Develop Hazard Mitigation Goals and Objectives Goals: General guidelines that state what we want to achieve. Should be consistent with the State goals and other local goals. Example: “Protect existing properties.” Objectives: Define strategies or implementation steps to attain a stated goal. Example: “Enact or enforce regulatory measures that ensure new development will not increase flood threats to existing properties”. Conduct Capability Assessments “Proposed mitigation actions will be evaluated against the backdrop of what is feasible in terms of your government’s legal, administrative, fiscal and technical capacities” (FEMA 386-3)

Serve to identify legal authority and administrative, technical and fiscal capabilities in the state, county and jurisdictions that will facilitate or hinder hazard mitigation goals and

Plan Document

We are proposing the use of a two-volume approach:

Volume 1 will contain all information that applies to the

whole planning area (county) such as description of the planning process, risk assessment, goals and objectives, County/multi-jurisdictional mitigation strategies and a plan maintenance program.

Volume 2 will contain those elements that are “jurisdiction

specific”. Volume 2 would include a jurisdictional annex for each participating local government within each county. These annexes will meet DMA requirements for each jurisdiction.

Definitions:

  • HAZNY: When a waterbody overflows its “normal” banks. Flash flood is a sudden

transformation of a small stream into a violent waterway after a heavy rain or rapid snowmelt (modified “and occurs in less than six hours of the onset of the storm”).

  • FEMA: A general and temporary condition of partial or complete inundation of

normally dry land areas from (1) the overflow of inland or tidal waters, (2) the unusual and rapid accumulation of runoff or surface waters from any source. (modified in State Plan to include “…a situation in which rainfall is so intense and severe and runoff so rapid that it precludes recording and relating it to stream stages and other information in time to forecast a flood condition.) Definitions: Severe Storm:

  • HAZNY: For this category, you should consider hail storms, windstorms, and

severe thunderstorms.

  • FEMA: ??? Guidance documents and website do not define “severe storm”, but

“thunderstorm” on the website states “Other associated dangers of thunderstorms include tornadoes, strong winds, hail, and flash flooding.” Tornado:

  • HAZNY: A local atmospheric storm, general of short duration formed by winds

rotating at very high speeds.

  • FEMA: A violently rotating column of air extending from a thunderstorm to the

ground. Per the NYS HMP, Chenango County was characterized as being in the top 1/2 of NY counties for susceptibility to the wind hazard. Per NCDC records, 40+ “severe storm” events since 1956, including 4 hurricane/tropical storm events and 11 tornados. Issues and Needs:

  • Should we include the following under the Severe Storm (wind) hazard:

hurricane/TS/TD, tornado, hail, lightning?

Severe Winter Storm (snow)

Definition: HAZNY: A storm system that deposits wintry precipitation, such as snow, sleet or freezing rain, with a significant impact on transportation systems and public safety. The following could meet this definition:

Heavy Snow: Six inches in 12 hours or less (mod.: 12” in 12 hours or less).

Blizzard: Low temperatures, winds 35 mph or more, and sufficient falling and or blowing snow to reduce visibility to ¼ mile or less for a duration of at least three hours.

  • Per the NYS HMP, Chenango County was characterized as not having an

Extreme Snowfall Potential, and has only been affected by one snow

  • disaster. The snow threat in Chenango was rated as 9 on a scale of 25.
  • NCDC records identify about twenty severe winter storm events.
  • NWS reports about one severe winter storm per year affecting the county.

Ice Storm Definition: HAZNY: Freezing rain that accumulates in a substantial glaze layer of ice resulting in serious disruptions of normal transportation and possible downed power lines. (modified: threshold is 0.5 inches of ice or more).

NCDC identify two Ice Storm events since 1991, with no

deaths or injuries and ~$390K in property losses.

NYS Plan identified Chenango as having one ice storm

related disaster, and placed it in the top half of counties as vulnerable to the

USACE-CRRL identify some 35 ice jam events in
