} Help public learn about chemicals in the

community

} Tool for helping CAC hold plants accountable } Plants may learn from their own reports and

  • Combination of estimates and measurements
  • Accuracy growing over the years
  • Measurements from Continuous Emissions Monitoring

Systems (CEMS), stack and vent tests, lab analysis,

  • ther direct measurements
  • Estimates from calculations based on fuel consumption,

mass balance, engineering calculations, throughput formulas, flow measurements, inventory loss, production data, field surveys

  • Fugitives often estimated by EPA’s AP-42 factors
  • Direct measurements may be incorporated into calculations
  • Changing methods to improve accuracy may result in

different numbers.

  • Changing number of plants in CAC
  • Actual long term changes in emissions
  • Adding units or closing them
  • Investing in pollution prevention
  • Making a different mix of products; e.g. more or less

volatile

  • Production/customer demand -- up or down
  • Maintenance and related shutdowns and startups
  • Upsets, leaks, spills
  • Changing calculation methods

Air Emissions Inventory q State requirement (TCEQ) q Criteria pollutants q Air contaminants only q Almost all contaminants (even small quantities) q Basis for setting fees Toxics Release Inventory q Federal requirement (EPA) q Selected toxic chemicals q Public right-to-know q Contaminants released to air, water, land, & offsite transfers q Chemicals from list of >650 that meet threshold quantities

7

Both Reports q Include point source and fugitive emissions q Include permitted, upset and maintenance emissions q Are based on direct measurements, engineering estimates, and factors q Exempt small facilities

Thresholds are specified amounts of chemicals used during the calendar year that trigger reporting requirements.

  • Manufactures or Imports – 25,000 pounds
  • Processes – 25,000 pounds
  • Otherwise Uses – 10,000 pounds
  • 21 chemicals and chemical categories are classified as persistent,

bioaccumulative, toxics and have lower reporting thresholds
