ICF 2021 Climate Impacts Assessment and Climate Action Plan Presentation

  • DEP will be engaging with other DEP bureaus and agencies

through the development of the IA and the CAP.

Draft 2021 Climate Action Plan Outline

  • The CAP will highlight costs and benefits more than

previous versions, with a focus on shorter and longer term costs and benefits. Costs and benefits will not just be economic, but also focus on public health and air quality.

  • The CAP will be more user friendly and focused on public
  • accessibility. Methodology discussion and more technical

materials will be provided in an appendix or technical support document.

  • The CAP will include mention of levels of government

responsibility and action for strategy implementation (federal, state, local).

  • The term GHG reduction will be used instead of GHG

mitigation.

Draft PA CAP GHG Reduction Strategies

  • How to apply grid emission factors will be considered. Marginal

factors will be used for distributed resources as opposed to average grid emission factors to calculate emission reductions (e.g., for CHP). Additionally, emission factors, both average and marginal, will be developed through ICF’s Integrated Planning Model (IPM), which represents a more sophisticated and accurate analysis as compared to the 2018 CAP. Variations between peak and off peak emission factors will not be considered due to data and resources limitations.

  • Natural sequestration will include both forest and soil carbon (via

the agricultural sector). Additionally, the CAP will address no-till, cover crops, biodigesters, and solar on farmlands.

  • Carbon capture and sequestration will be classified as an enabling
  • technology. The terminology will be expanded to cover utilization
  • f carbon dioxide (CCUS).

Draft PA CAP GHG Reduction Strategies, cont.

  • The CAP will not include all potential strategies. Priorities will be

identified and timing and phasing or strategies will be address in the CAP.

  • CHP will be incorporated with more refined analyses. Including

how emission reductions are represented (see above on grid emission factors) and for what specific applications CHP will be most valuable (e.g., industrial applications).

  • Additional attention and refined analysis will be completed for the

industrial sector. Including considerations about specific industries

  • r sizes of industries or manufacturers.
  • The term GHG reduction will be used instead of GHG mitigation.
  • GHG reduction strategies will be considered using various criteria

weights when conducting the prioritization.
