The decision to shift the capital from Alm aty to Akm ola w as adopted by the Suprem e Council of the Republic of Kazakhstan on July 6 , 1 9 9 4 . The official shift of the capital happened on Decem ber 1 0 , 1 9 9 7 . I n accordance w ith the President’s Decree dated May 6 , 1 9 9 8 Akm ola w as renam ed into Astana. The new capital w as presented internationally on June 1 0 , 1 9 9 8 . At present Astana’s territory m akes up m ore than 7 0 0 square kilom etres, its population size as of June 1 , 2 0 1 2 is m ore than 7 5 0 thousand people. The city consists of three districts - "Alm aty", "Saryarka" and "Yessil".

Organizational problems Possibilities of endoscopy are not used insufficiently because of illegible work organization of departments, slow introduction of new management, decentralization of work of endoscopists, lack of high effective endoscopic diagnostic and therapeutic programs. In some cases expensive endoscopic equipment is used irrationally because of bad qualification

  • f specialists, especially in surgical endoscopy, lack of continuity in work with doctors of

different departments. Some difficulties are caused by lack of necessary normative basis, of recommendation in optimization of structure and staff schedule. Lack of standard equipment and expenses material in endoscopic department, so even now fibroscopy and manual methods of disinfection are used. Technical problems There is only one representative manufacturer «Olympus». Other companies like “Pentax” and “ Fujinon” are not represented. There are a lot of intermediaries, which influence final cost of endoscopic equipment. Besides lack of service centers, which make complicated repair of endoscopes, which made only in Moscow( Russia).

Problem s of endoscopy in Kazakhstan

Financial problems Financial difficulties of medical institutions are main problems nowadays, which slow down development of endoscopic service. All this influence volume and quality of work, licensing and prospects of development. Survey shows that technology of conducting of diagnostic studies hasn’t changed for the last few years, which is connected with material support. Lack of stimulus complicates introduction of new methods of treatment and diagnostics. Specialists are not interested in using of methods and diagnostics which need additional expenses and time, because it is not paid well. Corruption Because of the high level of corruption procedure of purchase is prolonged and cost of new equipment is overvalued and not all types of endoscopes are represented. To develop organization service of endoscopy and to increase efficiency its work, to speed up introduction of new diagnostic and therapeutic methods, including surgical endoscopy, besides to improve staff training and technical supply with modern endoscopic equipment is necessary to hold some very important measures, among them to increase the role of Society of endoscopists in Kazakhstan, which was founded two years ago. Thanks to Society and its activities solution of some problems of endoscopy and development of endoscopy is getting better.
