* Policy change to provide adult immunizations only to those with insurance or the ability to pay up‐front. * Hours reduced from 40 hours a week open to the public to 18 hours a week (imms) due to staffing reductions to maintain budget. 1.8 FTEs run the front counter for immunizations , clinic, food handlers cards, & dog licenses: Down from 4 FTEs in FY 10‐11.

We are an “open” shelter‐ we do not turn anyone away. There are no time limits on how long dogs can stay up for adoption

Average daily census = 42 dogs.

Statistics That Matter

This includes 421 cats in 2013, most of which were sick or feral

2013 was the 2nd Year in a row that adoptions exceeded necessary euthanasias

Some dogs are with us for almost a year before finding their fur‐ever home.

Comparing JOCO Public Health General Fund Support to Other Oregon Counties

*The per capital average of public funding support for Public Health Departments in Oregon ranges from $5.00 to $9.99 per person. *Most health departments don’t include an animal

  • shelter. If you take out funding for the animal shelter

& Solid Waste Agency pass thru, the amount of general fund support for Josephine County Public Health drops to $1.20 per capita for 83,000 residents.

General Fund Request FY14‐15

  • Overall clinic request from General fund will be

$165,000. Not the $240,000 that we originally thought.

  • The Animal Shelter request remains at $85,000.

Levy estimate for a “fully funded shelter” took this money into account in the calculation.

  • The Solid Waste Agency pass‐thru remains at

$45,000.

Can We Do it For Less Money?

  • 1. All of the services that the department directly provides are mandated.
  • 2. Some services like family planning can be contracted out. However, the Oregon

Health Authority would require an additional burden of administrative oversight of the public health department to “ensure” that the services were being provided in accordance with federal and state requirements. With reduced staffing, this additional layer of bureaucracy would be onerous and difficult to accomplish.

  • 3. Public health activities provide necessary “wrap‐around” services for low‐income

county residents.
