LoCITY programme – lowering freight emissions

LoCITY is increasing the uptake and availability of low emission commercial vehicles to meet the Mayor’s objectives on air quality and climate change

  • Fully-funded Transport for London programme with involvement

from manufacturers, fleets, trade associations and government

  • Technology neutral advice – right mix for fleet/situation
  • Highlighting where trials have/have not worked and producing

new research – raising overall awareness

  • Supporting the roll-out of infrastructure for alternatively fuelled

vehicles

  • Initial aim was to help fleets prepare for the central London Ultra

Low Emission Zone (ULEZ) – launched in April 2019

slide-4
SLIDE 4

Success so far

  • Active and growing membership – 1,400 individuals

representing 800+ organisations

  • Two active industry working groups and 130+

industry champions

  • Tools, Learning & Research
  • LoCITY classroom / e-learning
  • Commercial Vehicle Finder
  • Fleet Advice Tool
  • Fact & Fiction Toolkit
  • Electric vehicle trials

  • n criteria like:
  • Mileage
  • Typical driving style

SLIDE 8

Electric delivery vehicle trial

  • Trial overview
  • Test the performance of electric delivery vans in central London on

last-mile logistics

  • Working with an established electric delivery specialist over two-year

trial

  • Telematics monitoring environmental emissions performance, electric

vehicle range, electrical energy consumed and more

  • Install and test EO smart charging points at the depot where the vans

are stored

  • Initial results
  • Although leasing costs are higher for EVs, overall total running costs

for EVs significantly lower than for diesel equivalent vehicles.

  • 2017 ‘fuel’ (energy) costs for EVs were about 4p/km, whereas fuel

costs for diesel were about 11p/km driven

slide-9
SLIDE 9
  • LoCITY was set up in 2016 to prepare for

the ULEZ – launched in April 2019.

  • New context:
  • LEZ strengthening in 2020
  • ULEZ expansion in 2021
  • Our goal is to meet and try to go beyond

the Mayor’s clear targets for zero emission transport

Looking forward - ULEZ and LEZ

slide-10
SLIDE 10

Improved online experience

  • New website with an enhanced

members area including:

  • Interactive calendar for partner

events

  • Policy guidance
  • Updated service tool
  • New free-to-access web support on

e.g. vehicle options, charging infrastructure, use of tools.

slide-11
SLIDE 11

Direct engagement

  • Continuing our popular, industry-led working groups

providing partners with a forum for networking and discussion:

  • Light Commercial Vehicles including vans, cargo

bikes

  • Heavy Goods Vehicles – including construction

and waste

  • One-to-one member support with a particular focus
  • n understanding the barriers for small businesses
  • Fleet strategy
  • Trial planning
  • Trial evaluation
slide-12
SLIDE 12

Better know-how

  • Ongoing research on barriers to uptake of

cleaner vehicles:

  • Refuse collection vehicles and electric

vans real life performance

  • Transport refrigeration units
  • Trialling telematics with smaller fleets –

bespoke analysis and vehicle recommendations

Low Emission Zone - LEZ

slide-20
SLIDE 20

20

  • An emissions based road user charging scheme that applies only to larger vehicles - operates

London-wide 24/7 and 365 days a year. It launched in February 2008

  • Vehicles travelling in the zone need to meet prescribed emission standards that vary by vehicle

type

  • If the vehicle doesn’t meet the standard the owner can choose to pay a daily charge to enter

the zone

What is the LEZ?

slide-21
SLIDE 21

21

  • On the 26 Oct 2020, the emission standards for buses, coaches and lorries are being tightened

from Euro IV to VI

  • This is the 4th phase of changes with further vehicles added and emission standards tightened
  • ver the years
  • Owners of non-compliant vehicles will have to pay £100 per day if they don’t meet Euro V1

standard and £300 if they don’t meet Euro IV

  • Vehicle registration numbers are
  • bserved using the same ANPR

camera network at the Congestion Charge scheme

  • Penalty Charge Notice for non-

payment

  • £160 (reduced to £80 if paid within 14

days) for cars, motorcycles, vans and minibuses

  • £1,000 (reduced to £500 if paid within

14 days) for HGVs, buses and coaches

24

Enforcement

slide-25
SLIDE 25

25

  • On the 27 October 2021, the ULEZ will be expanded to

inner London – an area 18 times the size of the current ULEZ with 28 times the population

  • The standards and charges will remain the same but the

scheme will only apply to motorcycles, cars, vans and minibuses because larger vehicles will be covered by the London-wide LEZ

Delivery Plan enablers and next steps

Reduced payload may result in a business needing to use and charge two electric vans to carry what would legally fit into a single diesel Cold weather could detrimentally influence the range of the vehicle which may impact the charging regime across different seasons

Eight follow on work-streams:

  • Deliver rapid charging hubs from 2020
  • Support shared business charging infrastructure
  • New pan-London Co-ordination Body in 2019
  • New on-line tool to identify grid constraints and opportunities -

2019

  • Explore smart power supply options
  • Publish guidance on charge point installation - 2019
  • Publish guidance - future proofing EV infrastructure – 2020
  • Promote better standardisation of charge points and vehicles,

interoperability of systems and data sharing.

slide-29
SLIDE 29

29 Expected impact of ULEZ expansion &

strengthening LEZ standards

In 2021:

  • 28% reduction in road transport

NOX emissions London-wide

  • 5-10% reduction in concentration

levels at roadside, but up to 20% in some locations

  • 64 % reduction in road km

exceeding NO2 limit values

  • 71 % fewer schools in areas

exceeding legal limits in 2021
