To summarize… • Weak El Nino conditions have transitioned to ENSO neutral. • Neutral conditions through the upcoming winter. • After a very wet beginning to water year 2019, most of the area turned dry early in the summer, with drought conditions west of I-35. • Seasonal temperature outlooks show preference for warm fall, winter, and spring. • Precipitation outlooks are mostly “equal chances” which means precipitation could just as likely be below, near normal, or above normal into spring 2020.
