Key issues

• 1. Buses have a key enabling role in the wellbeing of communities,

economic development and managing our highway network

• 2. Outside of London current provision is fragmented
• customers want reliable, affordable travel, one ticket
• OK, high satisfaction amongst users but a declining market
• inefficient use of public sector funds (Total Transport)
• 3. Coordination and bus growth seen in London is not reflected outside

the capital in the regions

• 4. Franchising legislation to improve coordination is cumbersome

Missed opportunities?

• Automatic franchising decision making powers for

all Local Transport Authorities, not just mayoral combined authorities (as per HoL decision)

• Devolve all BSOG to LTAs
• Concessionary travel – demand and funding gap
• Councils no longer able to establish municipal bus

companies
