economic development and managing our highway network

  • customers want reliable, affordable travel, one ticket
  • OK, high satisfaction amongst users but a declining market
  • inefficient use of public sector funds (Total Transport)
  • 3. Coordination and bus growth seen in London is not reflected outside

the capital in the regions

  • 4. Franchising legislation to improve coordination is cumbersome
