Workforce transition plan

Now that the COVID-19 curve has been flattened in B.C., and the government of B.C. has initiated a plan to restart our economy, PHSA is developing its own COVID-19 recovery plan, in line with the policies and guidance from the province and WorkSafe BC. We will work to return our additional staff to the workplace where possible, while enabling our workforce to be agile and adaptive as we continue to respond to external events.

Mapping out our future plans

Our province is currently in Phase 2 of the B.C. Restart Plan. In alignment with this, PHSA is actively planning for:

• How we do our work going forward. This means looking closely at “how” we do our work against our business

drivers and making innovative decisions that can drive our organization forward, instead of just returning to “the way it was.”

• How we can restart direct patient care services that were paused or scaled down, such as scheduled

surgeries, dental, physiotherapy and chiropractic care, outpatient clinics and screening & imaging. Much of this work is well underway in our clinical programs.

• How we can further enable support for direct patient care. For example, through direct patient care support

staff, screeners at our clinical sites, on-site administrative and volunteer staff, and through continuing to support the advancement of virtual options.

• How we start to transition more of our non-clinical employees back to the workplace. In line with the policies

and guidance from the Province and WorkSafeBC, we will start to return our staff to the workplace where possible, while enabling our workforce to be agile and adaptive as we continue to respond to external events.

What we’ve heard – PHSA Workplace Survey results

Leaders

• 45% of leaders who usually work onsite are now working from home
• Top reason for leaders wanting to return to site is connection with colleagues (66%)
• 58% of leaders said their team could effectively continue to work from home (some or all of

the time)

• 46% of leaders said they DO require their staff onsite to do their jobs (some or all of the time)

Staff

• 40% of staff who usually work onsite are now working from home
• Main reason for staff wanting to return to site is connection with colleagues (63%)
• ‘Could you continue to work from home/remotely effectively in the future?’

– 34% selected 3-4 days/week – 32% selected 5 days/week

• Top concern related to returning to work onsite: Safety (physical distancing and

administrative controls)

A coordinated approach

Measures we will implement to mitigate risks

As part of the WorkSafeBC guidelines, PHSA is employing four key steps to reduce risk in our workplaces. During Phase 2 of B.C.’s Restart Plan, we will take a coordinated approach and focus first on bringing back employees for whom it is essential to return to the workplace.

Next steps

 Leaders across the organization are working to identify who needs to come back and who wants to come back to the workplace  Site assessments are being completed with mitigation plans to address risks  Signage will be posted in workplaces to reinforce safety protocols  Policies, training, and communications are being developed

Policies, communication, training & ongoing monitoring

 As recommended by WorkSafeBC, we are creating general staff policies including not coming to work when sick, what to do if you get sick while at work, visitors in the workplace, travel restrictions, and many others  Programs and sites will create specific policies relevant to those operations  We are creating resources to support staff on returning to the workplace, including

• rientation materials, psychological health and wellbeing tools & resources, guidance for

staff and leaders on how to work effectively from home, working safely in the office, and working on hybrid teams  We are building out the staff resources section on phsa.ca to house relevant resources  We will continue to monitor and assess worksites to continually improve safety as we learn from our experiences.
