The transport sector is responsible for one quarter

  • f CO2 emissions tied to

using fossil fuels. These emissions are expected to increase by 50% between now and 2030. In 2012, 52% of the world’s population lives in an urban area. In 2030, another 1.5 billion people will live in cities.

1 billion people live in

  • shantytowns. Urban

development often generates spatial and social

  • inequalities. For poor

populations, access to essential services and employment is a vital issue.

Road safety

In 2012, 1.3 million people died in road accidents around the world. If nothing is done, this number will reach 2.4 million in 2030. Each year, over a million premature deaths are linked to the poor air quality in urban areas. The economic cost is estimated to be 5% of a developing country’s GDP.

Local pollution

The rapid increase of motor vehicles in developing cities causes chronic traffic

  • congestion. This situation is

detrimental to all inhabitants, and can result in a 2 to 3% drop in annual GDP.

Cities in developing countries face challenges that are mostly known, and solutions have already been tested in both northern- and southern- hemisphere cities. Sustainable urban mobility policies are all developed with a view to combining economic, social and environmental benefits both locally and globally. Adapted to their context, policies materialise in very different ways, showcasing each city’s specific identity. The implementation of sustainable urban mobility policies generally requires establishing an

  • rganisational authority for the metropolitan

area concerned. This authority must regulate and coordinate all activities linked with the transport sector. It is also responsible for mobility planning and integrating this into urban planning. The authority’s mission is to develop a multi- modal public transportation system, generally articulated around mass transport. The system must respond to the population’s needs. The transport service must be combined on the

  • ne hand with pedestrian-friendly urban planning

that also integrates universal access, and on the

  • ther hand with the implementation of bike-

friendly policies. All transport-related efforts need also to be supported by automobile traffic management and by the implementation of a parking policy. The organisation of urban logistics is an important domain for action in optimising mobility within the metropolitan area. All of these policies can use technological or

  • rganisational innovations that can improve

transport systems, even reduce the need for mobility. Finally, participation of the population during the creation and design of the policies, as well as their evaluation, is essential for making the different policies evolve.

Publications

CODATU produces documentation: conference and seminar summaries, as well as guides (methodology, recommendations, good practices). In addition, the web site www.codatu.org aims to be a platform for discussion and information.

Support for cooperation and expert visits

CODATU works to promote cooperation between local powers. The association puts municipalities in touch with each other who would like to discuss improving their mobility system. CODATU facilitates expert visits to add value to policies and strengthen the interactions between decision- makers.

Training sessions and expert workshops

CODATU organises training sessions for decision- makers in developing countries. CODATU can also

  • rganise visits from experts to work with local

teams in analysing urban mobility and identifying appropriate solutions.

Conferences and seminars

The international CODATU conference for professionals is held every two years. CODATU also

  • rganises regional or thematic seminars to discuss

actual experiences and scientific research on sustainable urban mobility in cities located in developing countries.
